UGANDA: UGANDA GOVERNMENT STOP SQUABBLE, ANY SOCIETY WHICH CONTINUE BICKERING IS DOOMED-AMB DR. OLARA OTUNNU
The newly sworn in Gulu District Local Government, Obol Justin Simple man, promised 12 points programs "To fight corruption, to work on road infrastructure, increasing education standard, increasing health facilities, enhance Agricultural and fight environment degradation among others
“I have witnessed in the U.S those Demarcate party and Republican Party will fight tooth and nail, but when they sit in discussing issues, you will not know they are Democrats party and Republican Party. They respect and support the leaders who have been sworn in; your policy and distribution of resources will be inclusive.”
The former UN Undersecretary for the Security Council and Women and Children Affairs, Dr Olara Otunnu, blasted the newly sworn-in Omoro District Council, including the ruling party, without mentioning the squabble between Robert Kyagulanyi, National Unity Platform (NUP).
Political observers view the newly installed Omoro Local Government Council Executive as weak install National Resistance Movement (NRM), a party who majority outsmart by Acholi Spiritual leader, Okello Francis Mawa, against the strong Ben Acellam Kizito, Bobi Councillor V and Francisco Wadok Awori, Councillor, Koro Sub County.

Amb. Dr Olara Otunnu, the Chief Guest during the inauguration ceremony, was so eloquent in uttering words of honor to newly sworn-in councillors, as he made a maiden speech during the swearing-in of Mr. Andrew Okot aka Obibii at Omoro District Headquarters on Tuesday, May 19, 2026. Reiterates the journey of a thousand mail begin with one step. I echo the commitment to unity to all the elected members of the Omoro Local Government Council.
The Omoro is bigger than all of us, his message count yourself of the best, today you must be recognised, today the journey is of Omoro, we want women’s power. The Omoro District can shine, a man with noble character, a man who is well recognised.
Honourable Speaker Sir, the first manifesto District Chairman, Mr Okot Andrew, I am excited that the Honourable Council of Omoro District, I am very impressed because of two, which is short, I will give my summary. There is a season for everything; we have a season for campaign, for political policy, where after the political campaign, there is a season for forming government, and that has been done.
Then the opportunity was given to defend; we need to respect and support them, reason to which political parties have supported them; any society which continue bickering, that society is doomed.
I had the opportunity to be in the United Kingdom, France and the United States of America and elsewhere. Those Democrats and Republicans will fight tooth and nail. But when they sit down to discuss issues, you will not know that they are Democrats and Republicans, and have respect and support for the leaders who have been sworn in.
Your policy and distribution of resources will be inclusive. Nobody in the district shall be left out; this sub-region of Acholi has been at the forefront of leadership of the founder of the Independent in 1962. Acholi Sub Region were second to West Mengo (Buganda Kingdom), in terms of education from the 1930s to the 1970s. This region was the back born of Uganda Economy Development in terms of Agriculture has been leading in Africa.
But not today, they are not leading in education, we are nowhere to be because when you look at the issue of corruption, this region was not corrupt, this region was not drunkard. The reason for the Omoro District to stick together.
I want the Omoro District to come together, for this reason, to evolve and to begin from Omoro District, let us mention three things in order to tackle poverty, as we continue to grow Maize, millet, sorghum, and soybean. We need to grow perennial crops, the likes of Coffee, Bananas, Overdoes. Cocoa because Rocco Paco Acholi Revival Cultural Traditions, together we came to initiate it, I am one of the co-founders and Emeritus Chief Justice Owiny Dollo Chigamoi opened the door to begin to grow perennial crops, we are going to work with you to commit ourselves to bring an everlasting solution to eradicate poverty amidst the Acholi Sub Region.
When the Acholi Sub Region begin to grow perennial crops, the people will pay school fees, pay their tax bills, build permanents residence, Acholi community will send their children to school, because education in foundation of success. We are going to make education for our children as Dero Kwan is meant for our children, and we will have leaders.
The major people who shook the country they came from, Omoro, here at the foundation, when the British Colonial power came to Omoro, without mentioning their names, however, our Uganda Correspondent investigated, and his findings are as follows:
“Eng. Olwoch Noah who hailed from Palaro Odek, was the first Chief Electrical Mechanical Engineer by 1940 he was promoted Permanent Secretary Ministry of Work, Akera Anania Kerwigi, hailed from Bobi was the first Acholi Administrator General and the first large Tobacco farmer South of Sarah Africa, Dr. Olekalit from Bobi, the first Commissioner of Ministry of Veterinary Animals Husbandry, Dr. Chua hailed from Bobi, Daudi Ocheng, hailed from Kock Temajo Omoro, the first Chairman of Uganda Development Cooperation (UDC), Julius Peter Abe from Koch Temojo, the Headteacher of Gulu High School, District Commissioner (DC). Owor Abuneri hailed from Bwobo Manan Puranga, Head Teacher Gulu High, later District Commissioner (DC), of Mortoto, and Otto Julius Peter Lalaro hailed from Palaro Odek, Managing Director Uganda Dairy Cooperation.
Others are Latiko Inyaniso, hailing from Koro Ibakaraa Adak Permanent Secretary, Julius Onen Amb. Hailing from Kal-Orimo PS, Dr Alfonse Okwera, Director T.B Mulago National, hailed from Kal-Orimo, Eng. Odwar Alon, hailed from Kal-Orimo, Chief Mechanical Engineer, Mathavani Sugar Work Limited, later PS, Lalobo Obadiah, Agricultural Officer, Agricultural Eng. Dr Okema Obadiah hailed from Bolo, Manager, Aswa Ranch; Tom Apila hailed from Bolo; AD, Otim Kainan and Phillip Odong, Deputy DA hailed from Bolo, District Surveyor; Obita Luka Latigo hailed from Bolo, Regional Cooperative Officer; Okullu Lowrance hailed from Lukee, Kampala City Engineer; Prof. Nyeko Ballam hailed from Lukee; Prof.Opiri Luywee-moi hailed from Lukee; Okwera Solomon hailed from Lukee, Director, URA inland Port.
Hon. Ongom A. Abednego hailed from Jaka, former DC, Kampala, Director BAT, and later MP Omoro, George Okullu PS, hailed Jaka, Dan Benge Director Cooper Moro, hailed from Jaka, Dr. Nyeko hailed from Kal Odokotia, Ladwar Paklaki Mayor hailed from Kal Odokotia, Dr. Opiyo, hailed from Kal Kidobo, Dr. Ocira hailed from Lamala, Dr. Martin Aliker hailed from Koch Temajo, Dr. Noah Ochora hailed from Koch Temajo, Prof. Dr. Okot hailed from Koro, Dr. Latigo hailed from Koro, and Laboke Isoke, hailed from Agula, Manager Uganda Development Bank, Omony Arach, hailed from Agula, Quatre Master Uganda Prison, Orik hailed Agula, former Prison Commander.
Others Adonga Wilobo Manager Agriculture hailed Paikat, Eng. Oloya Okot, hailed from Parwech, Managing Director, House of Plastic, Onen John, hailed from Parwech, Director, Audit, Bank of Uganda, Otto Akwee, hailed from Lukwor, District Education Officer, Eng. Oryang, Commissioner, Ministry of Water, Eng. Okot heading Ministry of Work Engineering, Odong George, Director Economic Foreign Expenditure Ministry of Finance, Economic Development, Onyago Odongo P’Lapare, Okullu George Commissioner Uganda Cooperative, all hailed from Lukwor, and Jacob Okello Agwar PS, hailed from Palaro Odek.” He concluded on the Uganda pillar of the economy, who hailed from Omoro, argued that it is not difficult to have the children who graduated from Omoro again to achieve the Uganda economy power as it happened in the past.
“What makes this Luo culture very special is to do with our cultural and character contact and values, and the kind of people who trust us? They think of people who are lazy, who don’t come together to change what we want to change in Omoro. We want to go back to where we were and go back to our Luo values. (Kit wa) has the value our parents taught us as we change the society lack hard work that we can restore and resurrect our society by tackling poverty, we have value, and we decide to have all this.” Amb. Dr Olara Otunnu reasoned.
Andrew Okot Obibi, the Omoro District Local Government chairman, made a maiden address to the inaugurated Omoro District Council, stressed, I would like to thank the councillors appointed in the new Omoro District Local Government, parsing Okot Emmanuel, the Omoro Residence District Commissioner (RDC), argued for working together; we don’t have time for sleeping.
“I advise those who have the culture of not reporting to work; it is part of corruption; we shall deal with them, let us start a new chapter, the issue of the National Resistance Movement (NRM), beneficiary of Operation Wealth Creation (OWC). We are to be sure that the right people who benefit from the cattle restocking get their money.
“Cattle restocking: many LCs are registering their own people; this complaint is everywhere in Acholi Sub-Region.”
Hon Okot Peter, the MP for the Toci County, the Omoro District, when he took to the pulpit, re-echoed, this is the first sitting of the 3rd Omoro District Council. This is what all Democracy is about; we have witnessed democracy at the gallery. Democracy is the will of the majority when the majority overrule the minority, as we have witnessed here.
“I witnessed how the elected Speaker; this is the first time the Speaker is sworn in at once. As the MP, we need to work together with the Bwona Chief Administrative Office to be taken seriously during the handover. You hand over the budget; the women and men need to oversee their council, with the orientation they can do work,” Hon. Okot Peter observed.
Added, fighting among ourselves will not work, forming a caucus cannot work in the new Omoro we want, we redline, I took a walk to pay the courtesy in Central Police Station (CPS), the DPC told me that at one time, we were number one in crimes in the country in assault crimes. We need to bring ourselves to work; there is enough work for all of us.
Advising the new inauguration, the Local Government Council, not to wait for your secretary, formed a committee.
Hon. Catherine Lamwaka, the Women’s MP for Omoro District, submitted an apology on behalf of Hon. Andrew Ojok Oulanyah, the MP for Omoro County. She also re-echoed what Amb Dr Olara Otunnu submitted: that a journey of a thousand miles starts with one step. This reminded her of when Omoro started in 2017.
“I would like to remind you that Omoro is bigger than all of us. Let us forget political party differences that took place during the campaign.” Hon. Lamwaka submitted.
