UGANDA: THE ARRESTS OF GEN. ELWELU OPENS A WIDER POLITICAL LEADERSHIP AND NATIONAL STABILITY.
‘Before the arrests of Gen. Elwelu, the Chief of Defense Forces CDF, Gen. Muhoozi
Kanierugaba, sent Major Gen. Otto Alfred on the instruction that it seemed Teso Sub Region
there is insurgency is in the making. However, the Director of CMI reported back that there is
nothing in Teso Sub Region. He was replaced as Director of CMI.” Investigative Journalism

Social-Political analyst, observed that there is a wind of change taking place in the Great Lakes
Region, following the arrest of Lt. Gen. Peter Elwelu that opens a wider conversation about the
relationship between military authority, political leadership and national stability.
For many observers, the central question is not simply why a former Deputy CDF has been
arrested, but what this development reveals about the changing dynamics within Uganda’s
military and political institutions.
The Episode raises several important questions: is the military undergoing an internal process of
restriction and accountability? What institutional safeguards protect serving and retired senior
officers from arbitrary disciplinary action?
How will the arrest affect confidence among military veterans and former commanders? What
implications does this have for political succession and civil-military relations? Can the
authorities demonstrate transparency and impartiality throughout the investigation?
Thus, these questions deserve thoughtful public engagement, rather than being answered through
rumours, assumptions, or premature conclusions.
The narrative: Uganda, at a moment of reflection, the arrest of retired Lt. Gen. Peter Elwelu is
undoubtedly a significant national development; it places Uganda’s military command structure,
constitutional safeguards, and political environment under renewed public scrutiny
The situation is particularly sensitive because, before Lt. Gen. Elwelu was arrested or handed
himself in to the DF, Gen. Muhoozi, the Teso Community decided to let him surrender to the
Uganda People's Defence Forces UPDF, while they are watching unfolding events. To them, an
inside source argued that Lt. Gen. Elwelu is not an ordinary suspect. He is a former senior
military commander whose career was closely associated with the country’s Defence
establishment.
“His arrest, following public accusation and declaration by the incumbent CDF, has
consequently generated questions about the exercise of military authority, and independence of
investigative processes and relationship between military institutions and political leadership.
Ultimately, the credibility of the process will depend on the evidence, transparency,
accountability, and respect for the constitution”
A social-political scientist analyst argued that Uganda must avoid allowing this episode to
become a source of unnecessary regional tension of political confrontation. The public deserves
answers, the accused deserves due process, and the country deserves institutional stability.
The central issue is therefore bigger than the arrest of one general; it concerns the strength of
Uganda’s institutions, the accountability of those entrusted with public authority, and the
constitutional foundations upon which the country’s political future must rest. The struggle space
for the political-military is being tested not in the mire of civilians, but through the reign of
generals. For us, political-social analysis is far-reaching because of our vulnerability in the
power domain.
Where is Lt. Gen. Peter Elwelu
Lt. Gen. Peter Elwelu is resting in one of the Kampala five-star hotels, with the Deputy CDF,
while the negotiation is going on, according to the highest political military vein yard corridor
sources.
The arrest was announced by UPDF Acting Spokesperson Col. Christ Magezi, who allegedly
revealed that Lt. Gen. Elwelu was involved in subversive activities and plan to destabilize the
Teso Sub-Region.
The military also reported the recovery of 16 firearms, military uniforms, and two pickup trucks
allegedly connected to the matter. These remain allegations that must be established through a
lawful process.
“Before Lt. Gen. Elwelu arrest, Gen. Muhoozi had publicly accused him of treacherous
activities, announce that he had stripped him of his military rank and declared that he had
reduced to the rank of private. He also announced the arrest of more than 20 former soldiers
associated with Lt. Gen. Elwelu”
