The Aguu hooligans, Aguu youth in Gulu City, are in rampant killing on October 9, 2026. Two people have reportedly been killed; one Student of Gulu University was found dead, and a mental girl was gang-raped and murdered by Aguu.
I have announced that Gulu University will have Police Patrol vehicles in November this month, the Police Patrol Vehicles, will escort any students who are stranded at night.
GULU CITY-TUESDAY OCTOBER 13, 2026
By Okumu Livingstone Langol, (Uganda Correspondent)
Gulu City Resident Commissioner Armbrace Onoria calls for calm on Tuesday, October 13, and advises Gulu University students to follow peacefully although they are mourning fallen students killed by mob justice in the wee hours, don’t go on the streets to fight the Aguu hooligan.
Ambrose Onoria, Gulu City Resident Commissioner, roared before I called the Uganda People Defense Forces (UPDF), who have the mandate to protect the nation, and Uganda Police Forces (UPF), who have the duty to protect the citizens and provide peace. “We are going to tackle Aguu with maximum force.
“For the last two years, I have been here in Gulu City; there is only one woman who complained to me that she has problems. As RCC Gulu City, I have a bigger concern: asking Gulu University students, today I am recruiting you to join me in the hunt for the Aguu.
Joking, during our time when we were young, joining the only one, Makerere University, unless you have the brain to let you join the Ivory Tower, Makerere University, but today you need not to have a brain, but money you can reach the University. Reduce your sexual appetite; one stupid idiot will end the life of a person.
Aswa West Regional Police Commander, Fred Asiimwe, implores Gulu University students to avoid walking in dark places and calls for maximum security measures in all the hostels around Gulu University. Advises Gulu University to reach an agreement with Hostel Owners such that each hostel must install CCTV cameras, and they should also make sure that security lights are installed in all the hostels.
Aswa Region Regional Police Commander stressed that the cardinal duty of the police is to protect the citizens. You don’t even know the person is stalking you; if you see the person coming near you, take off and set off alarms, even if you are armed. If the person is still coming, run with a lot of noise.
“Don’t accommodate unknown visitors; we are going to accredit all the Matembeyi, don’t buy secondhand clothes, second property which is stolen, you steal a smartphone, you are very stupid buying a stolen suit, underwear. Don’t provide a market, you are very stupid.” RPC Aswa Region warned.
Gulu University VC, Prof. George Openyjuru Ladaa, calls some lecturers and some students the Aguu.

My dears’ students, and members of the press, I would like to call for vigilantes from both the Hostel Owners and students. It is not a good afternoon, but it is important to reflect on what is happening deep in the community, with deep responsibility in the community and the Guild President.
We have to think that a Gulu University staff member was murdered near the University in front of St Peter Catholic Church, a few days ago. Also, a Gulu University Student was murdered.
We thank God that we are still alive for our safety today, I want to thank Gulu City RCC, the District Police Commander for coming here for the last two day, we have a meeting. I thank DPC and RPC, especially the head of the Uganda Police deployed at Gulu University, for his quick responses when I called upon him to reform his vigilance.
The head of the Uganda Police Force deployed at Gulu University was on study leave; before he was doing this there was no problem; however, the problem is being noted, and none of us is happy about it.
“We want to address these issues candidly; whoever is hunting us, must be hunted too. I did not care if our student beat down those people.”
To avoid that, we have to be vigilant. “We don’t want to bring insecurity to this city.” we have a young population with energy; this student of Gulu University, you see them here.
Prof. George Openyjuru Ladaa appeals we need to have this vigilance. What I have heard, yesterday we were robbed of cheap phones; as we stand against foreign extortion, we are to watch our neighbors.
Things we do with an instructional approach: I would like to focus on individuals’ level, because there are growing incidents of drug abuse; there is growing abuse of all of us. That is why the bear is relocated near us here at Gulu University.
Sellers move where the most market is, the D-Plus and BJz popular social gathering, that comes with all problems, we go there and we leave those places late. If you go to B-Plus and come in the morning, I mean 8:00 AM.
“We are going to deploy our own security to block you from leaving those pubs, this University we don’t want you to drink beer. Go to the place where you ensure that the criminal is having the day. Some students drink well, some pretend to be lecturers who speak good English, and some students have become Aguu.
We are going to introduce corded language here at university; even boda boda riders who have not been registered, we shall not allow them; we shall follow you.
Major Michael Oumu, Gulu UPDF4th Division Intelligence Officer, warns that the UPDF is going to order a shoot-to-kill in action against the Aguu, who have turned Gulu City into a dead theatre.
“As the UPDF, we are going to shoot and kill in action those Aguu who are targeting innocent victims in Gulu University and Gulu City.” An order to shoot and kill in action was issued by the UPDF in 2003, targeting journalists and LRA collaborators.
In that incident shoot to kill in Action according to Uganda Daily, The News vision paper, 76 people were gunned down in that order shoot to kill in action.
Meanwhile, on Sunday, October 9, it was reported that a female gang member was gang raped and murdered by Aguu at wee hours as she was moving around Gulu City.
Her body was recovered by Gulu City authorities, and her body was laid to rest in Nwoya District, Anaka Sub County.
