UGANDA: PEOPLE WITH DISABILITY IMPAIRMENT SHUNNED CATTLE RESTOCKING SELECTION
A thief took over local council roles as money changed hands in restocking livestock in the Acholi subregion. As one person with a visual impairment, upon receiving UGX 5 million, the LC I of Kirombe Ward swindled UGX 100,000 as a kickback.
GULU CITY—FRIDAY, JULY 24, 2026

Friday, July 24, 2026. At midday three people with impairments crawled to the office of the Northern Uganda Media Club, entered the media press conference room, and sat on the floor as they openly accused the National Resistance Movement Council of dying their cattle restocking programs.
“On behalf of the Disability Fraternity of Gulu City, vide the above reference, we bring to your attention the method with which the restocking beneficiaries have been selected by the LC1 and LC11 town agents, where they have failed to follow the guideline as follows.”
My name is Oryem John Bosco, the Chairperson of Disability Activists. The following categories of people are supposed to be selected for the payment in the first round of government, according to President Yoweri Museveni’s directive on cattle restocking in North-Eastern Uganda: a) persons with disabilities (PWDs), b) widowers, c) former abductees, d) unskilled and unemployed youth, e) female-headed households, and f) elders.
Oryem John Bosco, sitting on two knees at the hedge, lamented the premises to the above; we request you to carry out investigations in all wards/parishes within the city to ascertain whether the selection of the people was done according to the guidelines.
We persons living with disability appreciate the NRM government for bringing us to the light, but we still remain very poor because the local government’s workers do not treat us equally with other able-bodied people, infringing our absolute rights provided in the laws of this country, Uganda, by selecting their wives, relatives, and their communities. For example, in Kirombe Ward in Layibi-Bardege City West Division and most of the wards in Laroo-Pece East, City Division PDWS were not selected.
Oryem John Bosco, decried, thus has been brought according to Article 21, 29, (1) (a), (d), (e), of the 1995 constitution of the republic of Uganda, section 3 of the Person with Disability Act of 2020 (Chapter 115), section 284, 285, 267 of the penal Code Act Cap 128 and the implementation guideline for the cattle Restocking given programs in Acholi, Lango and Teso Sub Regions, (Chapter Three “g”).
Ojok Maxwell Activist disabled person, outlawed by the NRM lower government bureaucracy condemned the LCs system who have involved themselves in obtaining money by falsely pretending from the beneficiaries after the payment. The disabled person (blind called Okello Simon Gabriel from Kweyo Ogony East Cell got the fund where the LC II and the town gents of that ward deducted UGX 100,000 from him, reason was, “To appreciate them for selecting him”
“The entire fraternity of person living with disability in Gulu City strongly condemned this improper behavior of the LCs and Town agents and we request you as the president’s representative in Gulu City to wake up and deal with these acts of impunity which is uncalled for to protect the vulnerable people of Gulu City.” Ojok Maxwell decried.
Ojok Maxwell stressed, we advise Gulu City Julius Achire Labeja Gunya to pull up his socks. To call the community of Gulu City and hear from them, to get first-hand information so that you are able to save your people in the next restocking program, if not people with disability shall continue suffering in the hands of these heartless Local Government leaders.
Ojok Maxwell wondered, if able people are dying with hunger in hundreds as has been reported in Agago and Pader Districts, asked the question, do the Local Government Council wanted us to die like.
The NRM Local Councilors have deployed awkwardly, can’t you imagine one Council member brough his mother from the village and registered under government restocking, one-person brough his father late widow and registered her.
“In nutshell, people with disabilities called for your support towards this noble course of this program since some of them missed it due to failure by the LCs and town agents to follow the guideline, hence lowering people’s trust in any government program and we pray that you put this in affirmative.
Julius Achire Labeja Gunya while addressing Gulu City Women Market Vendors who turn-up in thousands today at Gulu City Garden promised to tackle any corrupt persons during his regime, but he was silent on the issues of cattle restocking program misappreciation by the LCs and City agents.
“I am going to shame those who are on social media, at the end of this month July I am going to reveal documents on Gulu City government land.” Gulu City Mayor Gunya warned. He emphasized the importance of transparency and accountability in leadership, assuring the vendors that their voices would be heard. Mayor Gunya’s commitment to exposing corruption is seen as a critical step toward restoring faith among the citizens in local governance.
