UGANDA:  GEN. SALIM SALEHGIVESBILLION SHLINGS TO ROCCO PACO, SUPPORTED DEFECTED OPPOSITIONS

President’s younger Brother Gen. Salim Saleh the most curing divisive Banyankole (Tutsi), expansion in the Luo dominated East African Countries once again. He has managed to outsmart the central Lou (Acholi people), by hijacking Kacoke Rocco Paco Pongdwongo Acholi cultural revival agenda by sponsoring part of Acholi MPs to hoodwink Acholi Sub Region ahead of Presidential polls schedule in Feb. 13, 2026, through operation harmony oozing billion of Uganda Taxpayers money, while sweet-talking white Elephant.

The argument whether NRM party will sweep northern Uganda, still remain a nightmare dream, because President Museveni used the appointment of Gen. Pual Lukech, the late Jacob Oulanyah Lukori and Chief Justice Owiny Dollo Chigamoi for wooing the people of Acholi Sub Region to votes for him massive. Since the demise of the two, there is no way he can win the election.

The issue of Robert Kyagulanyi Sentamu a.k.a Bobi Wine in Buganda and Busoga that is being predominated by National Unity Platform NUP. While Uganda People Congress Party UPC Jimmy Akena, son to the late Uganda 1962 Independent father Dr. Apollo Milton Obote took up Lango Sub Region and Nandali Mafabi Forum for Democratic Party (FDC) took up Bugisu Sub Region.  

The issue of Balaalo, migrants, the Apaa killing, Adilang 60,000 land grabbing, the Koramojong rustler. Is stumbling block for NRM win in Acholi Sub Region?

Rocco Paco Acholi cultural revival leadership early this year 2025, has been supported by Gen Salim Saleh through Operation Wealth Creation OPM, impeccable sources revealed that in January 2025, Chief Justice A. Owiny Dollo Chigamoi and Amb. Prof. Olara Otunnu led management of Rocco Paco in meeting that took place in Bomah Hotel, Gulu City.

Lt. Gen. Charles Otema Awany when addressing National Resistance Movement supporters during Feb. 6, 2025, at TASK Center in Gulu City reiterates that he has donated UGX 10 million to Rocco Paco Acholi Cultural revival when they met leadership of Rocco Paco in Bomah Hotel, he further alluded that Gen Salim Saleh also gave billion of money for Coffee production.

“I am very happy that Gen Salim Saleh gave billion shillings to Rocco Paco, in the meeting that took place in Bomah Hotel, otherwise when Rocco Paco initiated collection funds to support education, I was doubting if UGX 1,000 being collected from the households would not support revival of education. But now I am happy that finally Rocco Paco can support cultural revival.” Lt. Gen Otema told celebrants.

When Oyeng Yeng News desk contacted Chief Justice Owiny Dollo if they have got billion of money to support Rocco Paco, CJ. Owiny Dollo denied getting money from Gen. Salim Saleh, neither Chief Executive of Rocco Paco, Prof Obwoya Kinyera  refuted, says Rocco Paco have not yet got funding from Operation Wealth Creation.

“We have not got funding yet from Operation Wealth Creation, but we have promised by Gen. Salim Saleh that Rocco Paco will get funds soon.” Prof. Obwoya Kinyera responded.

Acholi Parliamentary Groups (APG) defector chased the gaps

Anthony Akol, the Kilak North MP, and Dozens of Members of Parliament from Acholi Sub Region who crossed on the floor of Parliament on Feb. 15, 2025, in Pabbo. The duos are in a massive campaign to make Acholi Sub Region votes for t5he National Resistance Movement the ruling party.

On Thursday April 17, 2025 Anthony Akol while addressing selected elite and opinion leaders in a workshop organized and sponsored by Gen. Salim Saleh in Gulu City, Bomah Hotel. In his keynote address argued that this time we need to work with the government to enhance development.

However, Luganya Bongo Wat, the Speaker for Omoro District criticized them argued that since 1986, the government of Uganda with other developments partners have been implementing programs naming Programmes worth $800 billion such NURP 1- $95.7 MILLION, NURPII- $100 million, EHAP- $11.6 million, NUSAF I, II, III-$ 331.87 million and many others.

Over 4 trillion shillings have been spent in Acholi Sub Region as an affirmative Programme (Art. 32 (1)(2)’ Constitution) and recently: UWEP, YLP, OWC. PDM and yet Acholi sub region remains highest in the sub-region, according to the  Uganda Bureau  of Standard  (UBOS 67.7%), national Average =39%): what went wrong for years when Dozens of Acholi has been in Uganda Parliament, where they not putting the said Programme they have agitating to part of Uganda National Programme.

Luganya Bongowat, questioned them, why now. It does not mean Acholi Sub Region should have crossed the floor of parliament to beg for development.

Stating that we have suffered as community, therefore we need government to do for us the following opportunities programs:

“Build for existing investments, for example, West Acholi Cooperative Union, since 1960, East Acholi Cooperative Union (Puranga Spinning Jenny) not mentioned in the program since 1952: government of Uganda to pay chair UGX 6.4 bn appropriated.

But, the UGX 600 was allegedly paid through Odonga Otto, he never accounted for that money.

The Cotton economy in Acholi is chained to systematic and production challenges. Exploiting the economies of scale in the modernized production is optimized through improved seed varieties, and the incorporation of a robust supply chain to the 3^rd stage (ginning spinning dress making and marketing).

Atiak Sugar works from 2020 UGX 800+ Bn. Investment in machinery and equipment aimed at boosting economic growth with the Gulu Archdiocese.

Ben Ongom, the former Director Communication told the Consultative meeting that over UGX 4 trillion given to Atiak Sugar works has not been accounted for, and there is no immediate program to see Sugarcane Production soon.

“I have been working as Director of Communication, I resigned my position which I was earning UGX 15 million, I cannot see my fellow Acholi worker being pushed to work after 10:00PM in the night and yet they eat also in field.” Ben Ongom reasoned.

“Akol Anthony, Ojara Martin Mapenduzi,  Okin PP Ojara , Betty Aol Ocan, Lucy Akello, Santa Okot, Okot Peter who you called yourselves Non-Ruling Party Members of Parliament, you want to used voters ignorance to solicit NRM votes, nothing else.” Dr. Onen

The Non-Party rulings Members of Parliament just dumped Kacoke Rocco Paco and renamed Operation Harmony, on Thursday, April 17, 2025, the Non-Party Ruling Members of Parliament invited Acholi elite the people for consultation including elders unite as part of lobby for national government programs to develop the most marginalized northern Uganda after almost 40 years since President Museveni took over power in 1986.

Why now the NRM made a request to retain Acholi Sub Region as Uganda Presidential polls Feb. 13, 2025 is a hot issue.

President Museveni need votes in the Acholi Sub Region and West Nile and Teso Sub Region to counter National Unity Platform NUP Party of Robert Sentamu Kyagulanyi a.k.a Bobi Wine and Nandali Wafabi which have captured Buganda, Busoga and Bugisu one of the density populated voting areas of Central and Eastern Uganda.

Richard Luganya Bongowat warns the Non-Party Ruling MPs not to hoodwink the mandate and good will of the electorates. Says there is nothing new the group is presenting, and at most the document lacks the most significant problems that have been the hallmark of marginalization of Acholi Sub Region.

“I warn you not to play, you used the NRM bandwagon for political campaign since you have crossed the floor of parliament, we who are in the NRM party we don’t take you outburst likely.” Luganya Bongowat Omoro District Spacer warned.

He adds when you look at the proposed concept, you don’t find anything new. Infect you have left all the most important issues, I would love to see the issues of Balaalo migrants who have grabbed the land in Palaro Sub County, the Balaalo migrants who are grazing their animals into people garden in Atiak Sub County, the Apaa land conflict it now a new tools for political campaign, Luganya Bongowat argued.

The Cantankerous Odonga Otto, the former Member of Parliament for Aruu South, Pader District made a debut as follows:

“Our Chief for the seeking of Apaa land conflict has to unite for the mobilization that is affecting us. Where is Acholi parliamentary Groups (APG). Currently I am lecturing Law at Lira University, (A law don), in politically speaking Acholi is on the of being extinction crisis, there are other tribes in the world that they are no longer there, they have been extinct, for example the Choppe tribe in Kiryandongo district follow Colonial, these who says Choope are there, they are in the verse of extinction so longer when you don’t speak your language in society when you are called you talk with other tribes languages you are extinct. In the community they value extinction.

Adds, in Africa only 26% of land that is customary land, in Acholi people you are 50 people in Uganda per square kilometers 126.5 % of people living in, pressure of land is going to be in Acholi Sub Region. Land per households is 24%, the district household is per households is 13% the population density 37% per square kilometer

Lamwo District population increased by 36 % per annum, Amuru and Nwoya districts the population 365 also. But, those who are giving birth are not Acholi people, in Nwoya district the population of birth rates is at 200% that means migrants are more than the Acholi people.

The animals report population is 285,000 cattle in Kitgum by 1986 when president Museveni took over power, during the northern Uganda conflict when the warring parties was taking people animals because the National Resistances Army (NRA) and Karamojong cattle rustlers had raided animals from Acholi Sub Region.

One elder called Otim Yousia when his cattle was being taken and the military operating in his area registered his name that later he would be paid, he asked the question, is Museveni who chase you from Kampala is still there”

Now as we talk now the population is 78,000 of cattle of the Balaalo in 11,000 kraal in Acholi Sub Region, the most stupid thing during eviction when President Museveni gave Executive Order No. 3, to evict all the Balaalo animals from Northern Uganda. You find some land owners instead they colluded with Balaalo to hide the numbers of cattle that belong to them.

Botswana in 1963 came out with land Act, Namibia, Zimbabwe also came out with customary land Act saying communal and is available for its citizens, the land rights goes back to chiefs.

There are three types of people in Acholi during Balaalo eviction in year 2024 when the UPDF was reinforcing presidential Executive Order No. 3, they are as follows:

There are groups of people who are saying Balaalo must go, there are also groups of people who are saying Balaalo must stay, those groups are being paid money who are in Kiryandongo district.

And there are groups who say Acholi sell land to the Balaalo, Balaalo give money to them, if they are to leave and go back to where they came from, and their money must be returned to them. When you are allowed Balaalo to stay in the land which they legally bought, stay for ten years. There are those did not sell their land to Balaalo, they will begin to sell their land too

The other fourth group of people are those who customary land is not for sale, disadvantages are in two ways, there are those groups who see selling land as lucrative business.

The question is now, those who say Balaalo must go who are the people to implement the eviction order, because the mere Mulaalo who are cattle keepers they are looking at the animals of the General who control power in Kampala, that is the dilemma where Presidential Order No. 3, failed to work, although Museveni has good will, but his brother Gen. Salim Saleh move to Northern Uganda based in Gulu City to see that Balaalo must not go.

“But if we have one voice, Balaalo must go because the Balaalo are in the weaker point, they will be pushed away. We need Acholi land, as we talk now the Balaalo cattle are still entering Acholi Sub Region day and night.” Odonga Otto warned.

Wokorach Simon, the MP for Aswa County, Gulu District, on Balaalo stetetestic since president Museveni gave presidential Order No. 3.  What has happened when president sent Prime Minister Ronina Nabanja in Gulu to meet with the affected people in Atiak Okidi Parish, Palaro Sub County in Oroko, Mede Labworomor parishes and Paibona Balaalo are so many in also in Patiko Sub County the Balaalo also has land though they are hiring.

When we first joined 11^th parliament of Uganda, we sat in Speaker Jacob Oulanyah’s boardroom, he told us that if we did not react in 10 years to come, the Acholi would be without land.

“The directive which reached Jacob Oulanyah’s office.” Wokorah mooted.

We have those people who are doing what we “Magendo” businessmen do. Their work is to see Balaalo get the land, where the land is for sale.

In 2023, we came back to the reach the area where trees cutting and the Balaalo was very active, we the MPs who come back we started intervention to evict Balaalo in Acholi, there are some people who started to defend Balaalo are there, up to now Balaalo cattle still entering in Acholi land.

Ojok Vincent, the Councilor V for Laguti Sub County, Pader District boarding Aswa Ranch where Balaalo cattle keepers turn the Aswa ranch into Soybean and Maize production

His narrative discourse is heart breaking, Angagura, Laguti, Atayang and Ajan Sub Counties in Pader District bordering Aswa Ranch the land issues are sad. Acholi District Council gave the land to Acholi Ranch and Aswa Ranch, some people did not know that the good will they offered to the then Uganda People CONGRESS People (UPC), Party would haunt their generation.

“In 2016, the government grabbed Aswa Ranch, extending the boundaries beyond the original mark stone, in the places like Wang Lobo and many others, the government entered into community land living the wire fence inside Aswa Ranch.

Other areas the Ranch encroaches are Tuma Lyec parish, Laguti Parish and Ajan parish. The Ranch even cross River Pagee into Lamwo district curving, although part of Lamwo district because of Tsetse Fly, that side was not earmark since the community living in the area were not compensated

Ojok Vincent accused Uganda Prison of being engaged in charcoal business cutting Beyo trees in Aswa Ranch, when President Museveni Executive order No. 3 put a band in charcoal business, now the charcoal which is being transported to Kampala, are the charcoal belonging to Uganda Prison based in Aswa Ranch. Ojok Allegedly revealed.

“We have learned that the government of Uganda has given former MPs from Western Uganda, they are now given land to grow Pineapple, Soybean and Bangi, Maize and even dead bodies are being exhumed from the graves.”

Ojok decried.

Mawaka Onesmus, from Secananevia Country, representative of Acholi in diaspora, talks about candy. Revealing that the Acholi community living in Denmark, Sweden and Norway are the one who sponsored Juba stalled Peace, we contributed our money for the Juba Peace talks.

“We are even the communities living in Denmark, Sweden, and Norway who sponsored Juba Peace talk.”Mwaka revealed.

Our main agenda was to see that Land grabbing should not be the issue any more, the issues of environment, education and poverty must come to an end.

Mawaka warns Acholi chiefs who have been divided because there are two functions of Paramount Chief, for unity and peace to be achieved.

“We in Scandinavia have resolved that each chief should now go into their chiefdom, we no longer need a paramount chief.  We are going to use Ker Kwaro Acholi premises to be part of a museum and recreation center. So that each shall come to attend the function at their capacity as chief not paramount one.
