My name is Gloria Kamira — Muzzukulu of Samson Lukalu, and a daughter of Uganda by blood, by history, and by spirit. Though I was raised in the United States, Uganda has always lived in me — in my values, in my prayers, and in my calling.

I returned not with entitlement, but with purpose — to build. To uplift the youth through digital transformation and address the deep-rooted, often unspoken suffering of mental illness in our communities. Exutory Africa was born from this purpose — a software and digital innovation company with a heart for Africa, and a fire for change. I believed that if there was one leader in this country whose life and leadership embodied the kind of Pan-African vision, strength, and transformation I longed to contribute to — it was you.

 

So, I sought your audience — with reverence, not for favor, but for alignment and counsel.

 

It is with deep sorrow that I must share what happened when I tried to walk that path.

 

I was approached by Sylvia Owori, Eddy Kiyimba, and Asapha Nahurira. They came to me speaking your name. They claimed they would coach me for the meeting with you. They assured me that I was on the right track and promised not only to support my efforts but to facilitate the actual meeting.I believed them.

 

Over time, and through multiple conversations and engagements, I trusted them with over USD 25,000 — funds intended not for extravagance but to ensure that Exutory’s work could reach the highest levels of partnership and visibility. I believed I was investing in a legitimate process, in mentorship, in preparation for a meaningful engagement.

 

But when the time came, when the meeting did not happen, they refused to return my money. They stopped responding. They dismissed my follow-ups. And the betrayal cut deeper than the financial loss. Because what they stole was more than dollars — they stole dignity. They stole time. They jeopardized a mission that is far bigger than me.

 

Generally, I know that your name and your legacy would never endorse such conduct. I do not believe for a second that this is the Uganda you fight for.

 

But this experience reveals a cancer that is growing: people weaponizing proximity to power for personal gain, defrauding not just me, but countless others who may never speak up. This is not merely about corruption. It is about a deep violation of national integrity. It is about the danger of discouraging diaspora Ugandans like myself from ever daring to return, to give, or to build.

 

If these actions go unaddressed, the ripple effects will reach investors, philanthropists, and innovators who might have otherwise chosen Uganda as their home. It will stifle trust, kill dreams, and keep our people shackled in the very cycles we say we want to escape.

 

Yet, I still believe in our people. I still believe in this land. And I still believe in you, General.

 

I ask, with humility, that you help ensure this matter is looked into — not just for restitution, but for what it represents. Let there be a signal that Uganda protects her own, that dishonesty will not stand in the way of development and that leadership still answers to truth.

 

Despite the betrayal, I remain resolute. Exutory will move forward. Our first major initiative, aimed at delivering digital access and mental health infrastructure, will begin in Gulu — a region whose resilience and spirit mirror everything I believe Uganda can be. We are determined to make it a beacon of hope, of healing, and of digital progress.

 

I still hope to sit across from you, to share this vision not from behind deceitful intermediaries, but face to face — with honesty and purpose.

 

Thank you for your service to this nation. I trust that with your leadership, we can restore integrity, revive hope, and rebuild what was broken.
