Freedom Grace Kwecwiny, state minister for Northern Uganda today Friday, November 2023. Made a historical statement. Update of implementation of presidential Executive Order Number 3, on Balaalo cattle keepers to evacuate northern Uganda, Charcoal trade and Karamojong cattle rustling kick off tomorrow, Saturday, 25, 11, 2023.

“The law must take its course, the Balaalo from Got Apwoyo in Nwoya district, Balaalo from Lakang Madivani Sugarcane farm, Aswa ranch in Pader district, Maruji ranch in Lango Sub Region. And those who have not fenced up their land from Palaro and Okidi villages must leave.” Minister Kwecwiny while addressing Northern Uganda Media Club Journalists at Gulu Regional Office of the Prime Minister ordered.

Uganda State Minister for Northern Uganda, Kwecwiny disclosed that the cattle keeper, Balaalo they are ready to go, clan leaders, cultural chiefs of Acholi chiefdom and areas Local Councilor 1 and 2 they are going to be involved in the implementation.

Adds, all the district Chairman of respective areas where Balaalo have been causing mayhem including District Internal Security Organization DISO are mandated to reinforce presidential Execute Order number 3, on evicting Balaalo from Northern Uganda.

On the question of cattle foot mouth disease, Minister Kwecwiny revealed that the Minister of Animals, Environmental and Water has weighed in on the quarantine that has been affecting implementation from Lakang in Amuru district.

“The government is issuing certificate of compliant for those who have complication, the Minister of Animals is going to support vaccination to allow animals to move out of Northern Uganda thought the documentation from Minister of Animals officials, the Ministry still stand on the presidential executive order number 3, to send the Balaalo, the government must prove that those who entered Acholi land with their animals without fences should move.

We are ready to implement Presidential Executive order, but people should support us we are happy that districts has taken it up, we want to use this same vein to implement that beginning on charcoal, we are going to monitor from the forest because we have discovered that charcoal trader’s bye passed road block”

State minister Kwecwiny rejected to help those who have been arrested from Palaro Owalo Sub County, the 18 people including Area Local Council 3, Owen Chris, former Parliamentary candidates, in 2021 Parliamentary sheet, Patrick Onguti and Betty Ocwee who have been detain in Burcoro Police Station, Gulu District.
