UGANDA: BREAKING NEWS (DR. JANE RUTH ACEENG SUCCUMBED TO PRESSURE SENT PROPOSAL DESIGN, FINANCE AND BUILD A SPECIAL MODERN 324 BED HOSPITAL AT GULU UNIVERSITY

“Dr. Jane Ruth Aceng, sent the proposal design, finance a special modern 324 bed hospital at
Gulu University to the head of Gulu University Account département through social media, failed
to forward the said document Gulu University.”   Gulu University VC Prof. George Openyjuru
Ladaa decried.
Dr. Jane Ruth Aceng still holds on to the document of the construction of a Regional Heart
Center by Uganda Institute of Gulu University, sparking outburst between Academia.
The VC of Gulu University, Prof. George Openyjuru Ladaa wondered if the Northern University
was built in Lira Sub Region, would Lira University affiliates Universities branches have Gulu
University had done to Lira University, Kitgum University Gulu Branch, Lira University Gulu
branch, Moroto University Gulu branch and Hoima University Gulu Branch. With that bad heart
Dr.  Jane Ruth Aceng is displaying.

The temper still flares up between Dr. Jane Ruth Aceng, Prof. Openyjuru Ladaa, the VC of Gulu
University as the Minister of Health adamantly still holds on the document for construction of a
Regional Hearth Centre.
Prof. Openyjuru observed that in a normal administrative procedure the beneficiary of the
documents was not for the general public. Dr. Jane Ruth Aceng hurried to forward the
document on Tuesday, 16, 2025. In the night when the news bombarded globally. Prof.
Openyjuru Ladaa stressed.
“The document was not sent for the Gulu University, was through the media, as the
information hits foreign media.” Prof. George Openyjuru Ladaa made noise.

Up to-date Prof. Openyjuru says he has presented the issues of Gulu University Council for
discussion and furthermore to forward the matter to the President Museveni for further action.
When the Minister of Health had a discussion with the Ministry of Finance, why did she not
copy or invite Gulu University.
The VC Prof. George Openyjuru Ladaa early wrote a letter to the Permanent Secretary, Minister
of Education and Sports dated July 31 st 2023. However, to date, he insisted the University have
not received official confirmation communication apart from the social media report on
whether the Ministry of Health has implemented the presidential directive, by informing the
Ministry of Finance, Planning and Economic Development or the Attorney General to

immediately enter om MoU with VAMED Engineering GmobH to have this Hospital constructed
as soon as possible.
The Chancellor of Gulu University together with the University Leadership held a high-level
stakeholder meeting on the then Tuesday, 12 th November 2024in the Rt. Hon. Prime Minister’s
Boardroom in Kampala on the issues of dezettement of the enter Gulu central Forest Reserve
measuring approximately 93 hectares (229.808 acres), of land to allow the University to use
part of it for construction of the 324-beds specialized teaching Hospital, the letter read.
He further informed the Health Minister Dr. Jane Ruth Aceng, that she has abrogated the
Minister's work on personal vendetta. Yet Gulu University has been established. Gulu Regional

As you may note in on effort to position Uganda as a medical tourist hub within the region, in
line with the Uganda vision 20240, the NDP III and IV, the Uganda Heart Institute sitting up a
headquarter on the Naguru hill Kampala funded by the government at USD 75 million and also
financing a feasibility study to establish four (4) , Regional Centers including Gulu to serve the
Northern region of Uganda.
To that end, the Uganda Heart Institute held a meeting on 5 th December 2024 at the Gulu City
Council Offices with the Gulu City Authorities, Gulu University, and the Director of Gulu
Regional Referral Hospital leadership amongst other stakeholders, where the meeting resolved
that Gulu University should allocate 5 acres of land for this project.
Gulu University VC further re-echoed that on the 5 th December 2024, the Executive Director,
Uganda Heart Institute, in a letter REF: ADM/100/38/01 made a request to the Vice Chancellor,
Gulu University to allocate 5 acres of piece of land to the Uganda Heart Institute for the
establishment of the proposed Gulu Regional Heart Center and this position was communicated
to the UHI in a letter REF: GU/CR/214/8 dated January 6 th 2025.
On 30 th June 2025, the VC of Gulu University wrote a follow letter to the Executive Director,
Uganda Heart Institute, in the latter says the purpose of the letter therefore, is to provide you
with a brief and request you to follow up with President Museveni, including the construction
of specialized 32-bed hospital at Gulu University by the VAMED group, who should design and
construct it under the Germany Export Credit Agency covered financing worth EURO 155,2
million on a Turnkey basis offered  by President Museveni.

The attempt to contact Dr. Jane Ruth Aceng has been endless as she is out of office, neither the
Spokesperson of Ministry of Health was futile.
Currently Acholi Sub Region has been surrounded with hostile tribes, unlike in the 1970s when
the Lango and Acholi suffered the political turmoil.
