UGANDA: PRESIDENT MUSEVENI RECHOED PLEDGES CT SCAN TO LACOR HOSPITAL FOR THE SECOND TIMES AS HEALTH MINISTRY FAILED
When Oyeng Yeng News desk contacted Dr. Jane Ruth Aceng for comment, all attempts were futile
President Museveni promised St. Mary Hospital Lacor radiology C.T. Scan to provide radiology services for the people of Northern Uganda. However, five years down the road not C.T Scan has never been delivered to the hospital, instead CT scan was taken to Aber Hospital in Oyam.

The pleas by Emeritus Archbishop John Baptist Odama, Gulu Catholic Arch Dioceses to Dr. Jane Ruth Aceng to let St. Mary Hospital Lacor have C.T. Scan, President Museveni promised UGX $1 million as part of his president’s health hits death rock.
Pyro Paul Ocaya, St. Mary Hospital Lacor exposed rot in the Ministry of Health in a morning interview by Our Correspondent how the hospital got frustrated by Dr. Jane Ruth Aceng, the Minister of Health failure to implement President Museveni Presidential promises he made on March, 7, 2022. When president Museveni was in Acholi-bur on a presidential tour on Wealth Creation.
“His Grace Emeritus Archbishop John Baptist Odama started his initiative following the challenges St. Mary Hospital Lacor is facing that need radiology C.T. Scan to allow proper medical investigation by the time a lot of Northern Uganda does not have C. T. Scan. The T. C. Scan was only in Mulago National Referral Hospital and Nsambya Hospital in Kampala. President Museveni came out with pledges that St. Mary Hospital Lacor should raise funds for C. T. Scan. The information reached president Museveni on March 7, 2022.
When president Museveni was in Acoli-bur during the Wealth Creation mobilization tour, he promised $1 million for the C. T. Scan.” Pyro Pual Ocaya stressed.
He disclosed that the president made his offer UGX 20 million as a personal contribution toward the purchase of C.T. Scan, for the funds raising drive launch, unfortunately it did not happen as COVID-19 epidemic occurred.
Later the management of St. Mary Hospital Lacor wrote the letter to the president office as part of a follow up. When the president got the letter later. He instructed his private Secretary Dr. Kenneth Omona.
Dr. Kenneth Mona later wrote a letter to the Ministry of Health on March 24, 2022. We received a copy of the letter from the President’s office, we wrote the letter to the Ministry of Finance and Economic Development dated May 9, 2022. To the Piercement Secretary of Finance and Treasury, informing him that we got the letter from the president, which was written to the ministry of Health in regards to the Ministry of Finance Planning and Economic Development informing him that he should facilitate the implementation of the presidential directive.
“The letter we wrote indicated that the money should be sent to the state house Controller or directed to St. Mary Hospital Lacor urgently, in the document we stated the Account detail.” Director Administrator observed.
On March 30th, 2023, we wrote yet another letter to the Ministry of Finance Planning and Economic Development as there was a response because there was BOQ from the supplier, we gave a new quotation with Account detail where the money should be wired.
On 2 May 2023, the first communication we got from the minister through the Permanent Secretary Mr. Ramtham Ggoobi addressed to Medical Director/Chairman Internal Management Dr. Odong E. Ayella Ref: Number ISS45/5501 stated.
“We greet and thank you for the good work and services being rendered, we wish to acknowledge receipt of your letter dated 2, May, 2025 and reference mentioned-above on the subject matter, further referencing letter from President’s Principal private Secretary referenced PO/10 dated 24th March 2022, in which the Ministry of Finance was directed to fulfil a presidential pledge worth UGX 2.4 billion in regards to the subject matter.
By your letter dated 2, May, 2025, you guided and informed us about the proposal to plan and programme this pledge in the financial year 2024/2025. As the said year is coming to a close the pledge has not been met. This letter is therefore both a kind reminder and request to help us expedite the compliance to the presidential pledge.
To facilitate the implementation of the presidential directive therein, that “The money should either be sent through the state House Controller or directed to Lacor hospital as a grant.” This letter also serves to confirm and provide the respective account details.”
Our Correspondent attempt to contact Dr. Jane Ruth Aceng, the Health Minister both on phone and through messages was futile as her rung un answer.
The message read, Greeting Dr. Jane Ruth Aceng, I would like you to respond to the alleged accusation in regards to Presidential pledges to St. Mary Hospital Lacor dated back on March 24, 2022 for CT scan Lacor Hospital.
The letter read: “His Excellency the President has received the attached letter Ref: CJ/P1 dated 9th March 2022 from His Lordship the Chief Justice regarding the above-mentioned that you fulfil his pledge and the money should either be sent through the state House Comptroller or direct to Lacor Hospital as a grant. Whatever is convenient.
This letter, therefore, communicates to His Excellency the President’s directive to you for your further management.
Anthony Akol, during president Museveni visits to meet the Leadership of Acholi Community at Awich Teacher’s College, Gulu City on Monday August 18, 2025. He reiterated and asked President Museveni about the promise for Lacor Hospital CT scan he made in the year 2022.
“Your Excellency, President Museveni, you have a presidential pledge of $1 million to support Lacor Hospital for CT scan, since Lacor Hospital serves millions of population in the Greater North, would you fulfil your pledge sir.” Anthny Ako asked.
President Museveni in his response, confirmed that Lacor Hospital will soon receive a new CT scan.
This the third time, the allegation made against Dr. Jane Ruth Aceng is further that the Minister of Health played double standard as she has been accused of blocking development in Acholi Sub Region, the first accusation was made by Prof. George Openyjuru Ladaa who alleged that Dr. Jane Ruth Aceng failed to fulfill presidential pledges for Gulu University Specialized Teaching 324 beds Hospital, when the information aired. She responded through social media by releasing documents.
The second accusation made by VC Gulu University Prof. George Openyjuru Ladaa is about Regional Heart Institute pledges made by president Museveni, Health Minister Dr. Jane Ruth Aceng still adamant.
Lacor Hospital is a complex hospital, the Director Administration Pyero Pual Ocaya says the hospital has 200500 patients that are being served annually with 348 beds and Lacor Hospital also has two Health Centre III with each 24 beds serving the entire Northern Uganda.
St Mary Hospital Lacor is the largest private non-profit Catholic health institution in Uganda, it was founded in 1959, it’s owned by the Registered Trustees of Gulu Diocese. Lacor Hospital is registered with the National Board for Non-Governmental Organizations and is accredited to Uganda Catholic Medical Bureau. Lacor Hospital activities are in line with Uganda health system, is in line with Uganda Health reform, which was implemented from 1996/1997 and continues with the Public Partnership for Health (PPPH)
