Acholi Sub Region woke up on Monday with shocking news that President Museveni has ordered the stoppage of UGX 5 million cattle restocking, which was supposed to be paid before January 15, 2026. Can Museveni’s NRM party garner votes from the Acholi Sub-Region, considered a swing voter region?

No Cattle, no vote

President Museveni visited on Friday, January 8, 2026, meeting with all the Local Councilors in Acholi and West Nile Region, which was a turning point in the political limelight as the sun set for President Museveni’s 40 years in power in Uganda, denouncing Norbert Mao, the only heavyweight alliance in the Acholi region.

“President Museveni categorically stated before a multitude of NRM cadres at Awich Teachers’ College that he has assembled his Presidential voters’ agents, not for any candidates, and also distanced himself from Norbert Mao, candidate Democratic Party DP, MP, who is contesting for the Laroo-Pece East Division, that he did not send him to stand for the MP.”

Norbert Mao, who candidly made tete-atee on Saturday, 9, 2026, in one of the popular joints in Gulu City, says some rumors are moving around saying that h, Norbert Mao, should not campaign for the DP MP candidates. And why can he not do that?

President Museveni cannot say that I should not campaign for my DP party, and now Richard Todwong, and Gen. Charles Otema Awany, they cannot pick up my call, because I have been campaigning for Lyandor Komakech, who is standing for Gulu City West Layibi-Bardege Division.

“That cannot work, I am a free man, if Todwong and Gen. Otema want to provoke me, I can make Acholi Sub Region strongholds for opposition. Look here, I am leading with 71 percent.” Norbert Mao boasted.

NRM Secretary General stopped Museveni’s UGX cattle restocking

Richard Todwong, SG, for NRM ruling party ordered halt from UGX 5 million cattle restocking, the yardstick for Museveni campaign tool during Presidential campaign, says the process of registration has been corrupted, for that the promised President Museveni made to the voters that UGX 5 million each household restocking which was meant to be paid on January 14, on the eve of January 15, will not take place as scheduled.

The government’s cattle restocking plan is UGX 5 million per household. The Uganda Cabinet agreed in late 2025 to shift from distributing live cattle to giving UGX 5 million cash per household in the war-affected regions of Acholi, Lango, and Teso. This is intended to compensate for the losses during past insurgencies and restock livestock wealth.

Officials say UGX 80 billion has been set aside to kick start the program, and that beneficiaries to be identified and payment set up soon
