COVID-19 Pandemic does not scare communities living in the country side in Northern Uganda, as boda boda are ferrying people despite lock down, youths in the rural areas they are hey are defiling presidential lock down they are engaging in drinking Alcoholic waragi as usual.

Business as usual in Gulu City despite lock down, many car owner does not take into consideration to honer presidential directive to allow only tracks and cargo use road,. these cars are parked at Olya road

GULU-UGANDA: On Saturday April 4th 2020 there was five Lorries of charcoal parked at Gulu Municipal Yard by 11.00AM and other two tracks was being directed by Gulu Local Government Re-enforcement Authority signaling them to enter the yard.

Also, other Local Government Vehicle was heading toward UPDF barrack high command to coordinate with UPDF to release the charcoal, but it did not take long, sooner or later within ten Munities the Seven Lorries track which was parked at the Municipal Yard was seen by the Oyeng Yeng News heading toward Kampala high way at high speed that cannot be even intercepted by camera, an eyes witness account recalled.

Martin Ojara Mapenduzi Gulu Local Government Chairman and Major Santo Okot Lapollo on Friday in a joined messages warned that the foreigners who sneaked into the Country through Northern Uganda pours boarder must be arrested and prosecuted, Ojara and Major Lapollo argued members of COVID-19 task forces that the charcoal dealers who enter Uganda through pours boarder, they should follow presidential directive on lock down which even barred foreigners of entering the country illegal

“Arrest any vehicle which is carrying Charcoal, the Chairman of Layibi Division and Pece Division you must make sure that the charcoal tracks do not passes in your areas. Whoever, allow the movement of charcoal which mean is behind the dealers.” Ojara warns.

Alfred Oluba, the Chairperson of Layibi Division raised the issue of charcoal passing through Gulu City every day more that 20 Lorries would be seen living Gulu City to Kampala. He accused the Chairman of the COVID-19 task force to allowing the foreigners doing business in Gulu District regardless of the presidential banned.

“This is the time to stop illegal charcoal business as COVID-19 lock down is stopping movement of everybody why do we allow them to enter and get mixed up with our community.” Oluba wondered

Oluba says there are people who enter into Uganda through South Sudan by using an gazette road, some of them cross River Unyama, via Atiak Sub County not through Elegu boarder post.

COVID-19 pandemic will hit northern Uganda including Acholi Sub Region because the numbers of UPDF who are in patrol their number are less.

There are many numbers of vehicles on the streets, despite the lock down since many motorcades has been cleared by the Residence District Commissioner RDC COVID-19 Task forces.

A case in point, Layibi Division Chairperson his bar was still operating passed 10.00PM.

Major Ceaser Olweny, the Spokesperson for UPDF 4th Division accused Oluba the Chairman who defiled the lock down on Thursday April 1st 2020 when the lock down was enforced the COVID-19 military and policed patrol got the bar open at Layibi. When they arrive at the seen they took off leaving their chairs behind, Olweny urged.

The dos were about to exchange blows, each were arguing one another while pointing fingers “You took my three chairs when we were in side the house.” Oluba argued.

Major Olweny reiterated that, “Yes I took three chairs, but were operating your bar.” Olweny urged.
