Gilbert Olanya says these two authorities of Rwanda and Uganda must be reprimanded ,  this time concerning what is happening in DR. Congo we are not happy, as a country we need to be careful in what we say war mongering.

Gen Muhoozi is bragging that UPDF has killed 1000 people in D R Congo, there was no war in eastern DR.Congo, he tweeted that right now we have killed thousand, what is he gain.

Solomon Serwada, head of Uganda Investigative journalists already Uganda is convicted, Rwanda is convicted in RDC war, they are being accused of heading M23 rebels leader Makenge.

“The East African Regional Force shall be deployed to the Ituri, North Kivu and South Kivu provinces immediately to stabilize the zone and enforce peace in support of the DRC security forces and in close coordination with MONUSCO (UN peacekeeping force),” Kenyatta said in a statement.

His call comes against the backdrop of a major offensive in eastern Congo by the M23 rebel group, which on Monday seized a strategic town on the Ugandan border.

The offensive by the M23, whose last major insurrection captured swaths of the eastern Congo countryside in 2012 and 2013, has rekindled tensions between Congo and neighboring Rwanda. Congo accuses Rwanda of supporting the M23, including by sending its own troops across the border.” Rwanda denies this.

GULU CITY-UGANDA: Solomon Serwada already Uganda is convicted, Rwanda is convicted, it does not make sense. The report which was published by DRC president Félix Antoine Tshisekedi Tshilombo is accused Uganda and Rwanda of heading M23 rebels because the two leaders of rebels are kept in Uganda and Rwanda since 2013.

“I know the Rwanda Republic has refuted the allegation, but DRC saying that actually the M23 is being headed by Rwanda forces, last week there was an attempt to talk. But I know president Uluru Kenyatta, the Chairman of East African Assembly is trying.”

Serwada says Uganda government has interest in DR.Congo because for the last 9 years Uganda has been the leading exporter of Gold, and yet Uganda does not have gold mines, the allegations that are put against Uganda and Rwanda cannot be swept off.

Tshisekedi DR.Congo president accused Rwanda on backing M23, as DR.Congo put spiritual fight to defend their country, fighting with several rebels groups erupted this week in North Kivu, a two decades conflict since mid 1990s.

Tshisekedi warns the enemies that,  “We will defend every centimetre of our territory,”

Added a Congo communications ministry statement, which came a day after M23 rebels took the town of Bunagana in the eastern province of North Kivu

Added that president Uhuru Kenyatta has issued a statement condemning M23 destabilizing eastern DRC. ON Monday June 21, president Uluru summoned all the military commanders of east African forces to have the meeting in Kenya. If East Africans are interested in peace in eastern DR.Congo as Uluru Kenyatta declared eastern DRC free zone of weapons, and he has called for the deployment of East African Forces, we need to see.

“Rwanda looks at their foreign export, we know that eastern DRC is a field of gold, we need to investigate them, because Rwanda is now the leading gold in east African and yet they do not have gold.” Serwada reasoned.

Olanya says immediately UPDF went to Congo, after one year war started, you imagine the Uganda Land Forces of UPDF, Gen. Muhoozi is bragging that he has killed thousands people in DRC, is that what you can be proud of .

You know at this time what is happening in Congo we are not happy, we need to be very carefully in what we called war monger, you know before the UPDF goes to Congo they were peaceful, but you have seen within two day ago the Uganda border DRC has been taken over by MU23 rebels.

“We are not happy that UODF is killing innocent people in another country, Gen Muhoozi says we have killed them, we shall continue killing them, you are bragging, as a country we need to mind about our own country. Right now the UPDF is building roads in DRC, and yet our road in Amuru to Rinocame is impassable. We are suffering, we want to show that we are powerful, we have mussel, and the Uganda government is concentrating in other countries.” Olanya wondered.

Olanya says to him personally he can agree with that report because Muhoozi had a hand in DRC; these two authorities must be reprimanded.  As shadow minister for East African we are very announced as the border was closed for three year, when the relationship between Uganda borders was closed for three years Rwanda and Uganda was training secret forces in Rwanda.

Olanya, says there are some game that those people are playing, as shadow minister for EA we were very annoyed, in fact the border was closed for three years, as committee of East African Affairs, we went to border, we went to Rwanda we tried to pleaded, nothing was seen, that the border should be open, but nothing happens

“We are surprised when his son was bragging that has defeated many people for three year, for him, he went to Rwanda just for one day, every matter was over, the border was opened in one hour every everything was done. So, there some games that those people are playing, we are monitoring very closely, but they should note that Ugandan are stupid we are not foolish, we are only educated, and we know what is good and what is bad, more so the time will come when God is tier with you, the moment God is tier with you, you will see everything will happens automatically, for us we should be worry.” Olanya poured his heart

President Uhuru Kenyatta this week on Wednesday called for immediate deployment of East African new regional military force to stop advancing M23 rebels in eastern DR.Congo, in his statement he say.

The precise composition of the EAC force, including whether it would include Rwandan soldiers, has not been announced.

Rwanda and Uganda invaded Congo twice in the 1990s; leading to wars that sucked in more than half a dozen regional countries cost millions of lives and spawned militias that remain active to this day.

Kenya said preparations for the deployment should be finalized at a meeting of regional commanders in Nairobi on Sunday.

It was not clear from Kenyatta’s statement whether Congo had approved the deployment. Congolese authorities could not be immediately reached for comment.

Uganda deployed troops to eastern Congo last year to conduct joint operations with Congolese soldiers against a Ugandan Islamist militia active in North Kivu and Ituri provinces.

The statement cited 2018 Nobel Peace Prize winner Denis Mukwege, who was quoted as saying that Congo was the victim of aggression, most recently by the M23,  “whose support from Rwanda has been known by all for decades”.

Uganda People Defense Force Brig Felix Kulayigye refuted the allegation by the DR.Congo that Uganda arms force has been engaged in supporting M23 rebels in eastern DR.Congo.

“If we wanted to capture eastern DR.Congo we would have done, because Uganda force is deep inside DR.Congo.

“Those people we claimed that UPDF force is backing M23 they are lying, when we went to DR.Congo, it was agreement between us and the DR.Congo president to flash our Uganda rebels fighting inside DR.Congo.”

East African Community heads of state on Monday directed that a regional force be immediately deployed to the eastern Democratic Republic of Congo.

“The deployed EAC regional force should, in cooperation with the military and administrative forces of the DRC, seek to stabilize and secure the peace in the DRC,” reads part of the communiqué released on Monday evening.

“The Regional Force will be constituted as an EAC force under the EAC Protocol on peace and security and the EAC Treaty Article 124 on regional peace and security and Article 125 on cooperation in defence,” the EAC heads of States said in their communiqué.

The force’s operational mandate and structure was explained to the Heads of state by General Robert Kibochi who also chairs the Committee of East African Community Chiefs of Defence Forces.

However, the statement did not disclose whether Rwandan troops will be deployed alongside the EAC regional force after the DRC raised an objection.

“The Heads of State directed that an immediate ceasefire should be enforced and cessation of hostilities should commence immediately, including withdrawal from recently taken positions,” the statement said.

“In doing so, the political process should be intensified by all parties in order to allow the citizens of the DRC feel safe and secure and be able to pick up and continue their respective social, cultural and economic activities.”

The presence of foreign negative elements, fate of combatants during reintegration and status of refugees and internally displaced persons are among critical issues that require concerted, urgent and durable resolution.

“The Heads of State also emphasized that all offensive language, hate speech, threats of genocide and other politically inciting language must cease and must be discouraged by all parties and that the people of the DRC must be encouraged to work together in order to stabilise the eastern DRC for it to prosper.”

The Chairperson of the African Union, Mr. Moussa Faki, welcomed the decision made by the EAC Heads of state, urging for their immediate implementation to restore peace in eastern Congo.

“I commend the leaders of Uganda, DRC, Rwanda, South Sudan, and Burundi and welcome their conclusions and today’s Nairobi process meeting under the leadership of President Uhuru Kenyatta. I urge the immediate implementation of their decision in order to restore peace in Eastern DRC,” Mr. Faki said.

The conclave also received a brief on the consultations made by DRC with various armed and rebel groups within DRC in Nairobi.
