Amb. Andrew John Olara Otunnu, the former UN Under Secretary for Children and Women Affairs, wept as he took to the podium to address giant crowds on Sunday, May 30, 2026, the send-off of the late President James Ojera Latigo at Otunnu Yosito ground in Pece Pawel Pudyek as mourners dared the noon scorching sun.
Amb Olara Otunnu opened his mouth, dear mourners; the leadership of the late Chairman of Jesus, my brother Odongo Jayi from the great Lapare, for me I am deeply peaceful. We are doing today; we are contextual. We grew up together in this compound.
I hope my brother Gali in the U.S.A they have live telecasting and online viewing. To me, I share conflicting pain and interest interacts because of James ‘ remarkable personality because James was very persuading person, therefore amotion and rememberable, James was many things, he was unenforceable and endeavor, he was multiple persons, if we would Lord, heritage and culture, the pan African enterprise development, the person who were knocking his door was James Ojera Latigo, the context is indeed.
He did not come out of nowhere; he was an achiever from the family of Odongo Lapare. Latigo Yonasan was the first person to oversee Uganda Local Prison and Local Ogwang Gweno police. His brother, Latigo Yonasan, was Eng. Justice Okot, pioneering Engineer of road construction, who built Karuma and Pakwach bridges.
The pioneer of water engineering, Eng. Edward Oryang, Lapwony Rose, one of the leading persons of integrity intellect lady, the Onyango Odongo, he came from nowhere, the person who did massive research in Africa and Uganda at large, John Odongo Onyago never studied commentary western scholar of 18 century; he was a genius, he wrote the book known as Acholi During Aconya and many others, his brother Phillip Olango who fourth Uganda National Liberation struggle in the 1970s.
His brother, the renowned Ugandan economist who was heading the Ministry of Finance and Economic Development as Executive Director of Foreign Expenditure, Phillip Olango, was the very leading with Joshua Okot; my brother Odongo Jayi was the principal officer of the Ministry of Works; he rose from the principal to become the leading Uganda Valuer.
This was the very achieving family who produced the nuclear center of education power in Puranga, Acholi community and Uganda at large; the house of Odongo Lapare of Lukwor clan is about the might and the person knowledge of the very politician Okeny Atwoma, come from Lukwor of their clan.
We have the prestige of Rev. Father Joseph Okumu, if his foot print was very small, and Ben Wokorach also comes from Lukwor, the Lukwor clan that produced James Ojera Latigo. The Lukwor clan integrated its achievement diplomatically; the character James and the Lapare family produced many leaders in the field all over that shook the world, the house of Odongo Lapare.
Now that brings me, James was a deeply occupied historian and educationist; the truth is, now, as we talk now, most of this has collapsed. The reason I brought Rocco Paco was the death that James has left us. He was involved in a third come out with those.
