UGANDA: ACHOLI CULTURAL REVIVAL ROCCO PACO HITS SAUNG-EMERITUS CHIEF JUSTICE OWINY DOLLO DECREIED
200 households in the Acholi community yearn to be rooted back to Acholi traditional norms, 500 youths they are ignorance about the Rocco Paco cultural revival, 300 girls aged 18-35 years old are not interested in the Acholi Traditional cultural revival. While the majority in the Acholi sub-region say they want more sensitization through continuous radio programs.
Research findings indicated that religious leaders are not vigorously promoting Acholi Traditional norms in favour of Christianity doctrine.

Emeritus Chief Justice Owiny Dollo decried the Acholi cultural decadence.
Emeritus Chief Justice Alfonse Owiny Dollo Chigamoi has been described as paranoia on the loss of Acholi cultural decadence, as the Acholi community is reluctant to cope with Pongdwongo, 2023. Acholi resolution agreed and approved stands to revive moral decay, Acholi traditions that have been eroded during over the past two decades of the LRA war from 1986.2026.
The Acholi traditions have been strategically destroyed under the guise of Uganda People Defense Forces (UPDF), earth scorch operation forceful Nazi concentration camps, when the UPDF High Command, Commander In-chief gave 48 hours ultimatum to the Acholi community in Northern Uganda to evacuates their villages and moved to the International People Displaced Camps, forcing over 2 million population in Northern Uganda into IPD camps.
“From 1986 to 2006, the Acholi community living in Northern Uganda were forced into IPD camps, where a family of 20 people shared a single room, a polygamy person of three wives and over 20 children would have sexual intercourse which is a taboo, an old men bag for food, while his food stuff back at the village has been burnt to asses. Over 1000 head of cattle have been raided by UPDF and Karamojong cattle rustlers since 1986.
Women and their daughters turned to sexual marketing from the UPDF, while older mothers sell their teenage girls for a kilo of beans and posho, and the younger generation has been described as destitute. The Genze Aguu gang terrorizes all of Northern Uganda.
Every night in Gulu City, Kitgum Municipality and all the urban centres in Acholi Sub Region, the Aguu youths gang, they are looting households, food stuff, cows and goats, rapping older women and younger girls living in fear of bloody episodes.”
Emeritus Chief Justice Owiny Dollo Chigamoi, once again opened the condor box when given time to address mourners who turned in thousands to mourn the late Nathan Okori, Jacob Oulanyah father, who died at 97 years old.
“I want to appeal to you mourners, especially the Acholi community in Northern Uganda that we are coming to tour the Acholi Sub Region to sensitize you on Rocco Paco, Acholi Cultural revival. Acholi Sub Region is one of the poorest regions, according to Uganda Poverty Index from Uganda National Statistical Bureau of Standard (UNBS), Acholi lead by 78 per cent in the regions.
Rocco Paco, last in the year 2025, sponsored 67 students to secondary school, this year 2026, we are going to sponsor 20 students to post-secondary education, those students from poverty stricken households who are very bright.
We are going to let each clan in the Acholi sub Region compute among themselves, our target is to let each person contribute UGX 1, 000 and in a household where they have 7 people, if they pay UGX 7,000. We shall collect the education funds of Dero Kwan, Acholi education Funds.
In a household where there is no education, we don’t count people there; we need every child in the Acholi community to be educated. How can we do that, Emeritus Chief Justice Owiny Dollo posed.
We need mass coffee production, Coca-Cola, nut avocado, and Macadamia. When the colonial British came here in 1900, they gave Northern Uganda the task of producing cotton and tobacco, which are not perennial crops. Therefore Acholi Sub Region was backward in term and they became poorer.
Why the Acholi community? They are not embracing Rocco Paco, Emeritus Chief Justice, Owiny Dollo, who was made, addresses Mourner when it is raining.
Ochola Geoffrey, 66 years old, a tailor in Gulu Main Market, is among the 200 people Our Correspondent interviewed, wanting to be rooted back to decadent traditional Couture.
“The way I understand Rocco Paco, when it was started we embraced it, and that is why we want to go back to our cultural norm, but the information people are not getting”, Ochola Geoffrey argued.
Ochola worked as a tailor in Kampala for 25 years. I contracted my residence back home in Gulu City. And I have paid all my children to University, what my children lack is our Acholi Cultural norms.
Ojara Walter, 27 years old, a boda boda in Gulu City, is among 500 youth who are ignorant of Rocco Paco, Acholi Traditions Cultural revival. Although I have heard about Rocco Paco, I don’t have any more details about it.
“Rocco Paco, was imitated by the Co-chaired Emeritus Chief Justice Owiny Dollo and Amb. Olara Otunnu, well, but in the real sense, we have not seen the benefit, if anything better, it goes back to them.” Ojara Walter reasoned.
Ajok Filda, not her real name. Who asked not to be named? She is among 300 girls in the Acholi community who are not interested in Rocco Paco Acholi Cultural revival norms.
“I don’t have any comment, because I don’t have an interest in Rocco Paco, “When pressed.
Acholi Sub Region has three religious denominations, the Catholic Church has over 55 percent believers, the Anglican Church of Uganda has about 50 percent followers, and Islam has 5 percent followers.
