UGANDA: I AM NOT INSINUATING FOR BEDROOM POLITICS-NORBERT MAO

Hon. Odonga Otto, former independent candidate for Aruu South County MP, and the former MP for FDC in the 11th Parliament, demanded to know who sponsored UGX 80 million for the NRM retreat.

“I was having some reflections on political philosophy on two things that came to me: where is the money coming from, is the NRM ruling party funding, or the government of Uganda. But the NRM Kyankwanzi NRM MPs retreat has not been budgeted for.

Norbert Mao, outlaw Anita. Among the speakers of the 11th Parliament, she says that it is bad politics which is being orchestrated by her; this is not only bad politics, but also bad manners, and the body that insults me insults the person who invited me.

I was actually shocked to see all the speakers going to the gutter. I am the Minister of Justice and Construction Affairs of the National Resistance Movement (NRM), the ruling party, although I am not NRM. Is the tone to make a statement that Norbert Mao is not the NRM to inspire all parliament to someone who holds the eye of the Speaker it true?

We all know that there is a qualification for Speaker, and I have all the qualifications; the only plea I need is to be in the ballot paper of the speaker. I must be rated like any other candidate, after all, I sit in Parliament like President Museveni.

This is bad politics, the head of the family knows. Actually, when I was going there were many challenges, in my culture, when visitors come, as many young people do, I have to leave my bed to other visitors because the visitor’s guests are very highly respected; they are important people.

In our society, guests are honoured in any way. Those guests are served because I am not an intruder, I am an MP for Gulu City, East Division, and Laroo-Pece Division.

Anybody who served me served the president of NRM, who is President Museveni. I understand my name is removed, and Andrew Mwenda’s name is also removed. I responded because Anita Among says I am an intruder, as she comes from there.

After all, the rule is for me to campaign it to the head of the household, who are you to talk to the father, it is the politics of the gutter dogs, setting the tune.

Anita Amongi, the Speaker, he added to me, it looks like it is happening, I do not know whether Uganda knows about this important trip to Kyankwanzi leadership training, to me, the MPS of the 12th Parliament know the most missing gaps, the MPs of the 12th Parliament are the electoral college.

We survived colonial power, epidemics like Ebola, COVID-19, and dictatorship. Uganda is a very special place, and I don’t know why I was born Ugandan; the future is based on our bedrock of the past.

Hon. Speaker, Anita Amongi, warned Norbert Mao about the cooperation agreement, and Norbert Mao cried foul, and found his name removed from the speakership race.

“The cooperation agreement with children or other political parties, you don’t come to the bedroom because the bedroom is the speakership, we got a written agreement, Norbert Mao is the leader of DP, and the Minister of Justice and Constitutional he has nothing to do with the NRM party,” The Speaker Anita Amongi warned.

Hon. Odonga Otto, the former MP for Aruu South County, Pader District, and the former MP for Aruu South, questions the UGX 80 million retreat for Kyamkwazi. I am having some reflection, I am a political philosopher, and two things come to me: where is the money coming from?

Is the money coming from the NRM secretariat or the Parliament of Uganda that sponsored the NRM National Retreat at Kyankwanzi? The Parliament of Uganda did not budget for the time the course ended; the cost can come to UGX 89 million.

The second thing, in my argument, Article 208 of the Constitution of Uganda described the roles of the UPDF to be non-partisan. Today, I see Norbert Mao and Anita Amongi, the speakers, putting on UPDF uniforms. The Uniforms I see Nobert Mao putting on are written UDFP.

“20 years ago, I saw President Museveni when he was retiring from UPDF in Bombo UPDF military headquarters, because the Uganda Constitution demands that anyone to become the president of Uganda should resign from UPDF.

What shocked me was seeing UPDF entering into civilian and the civilians they are entering into military, even the religious leaders, the Bishops and Rev. Father, when they are invited to Kyankwanzi, they donned UPDF military Uniforms.

“If Kyankwanzi is National Training for leadership, then they should invite all the Members of Parliament to be enrolled to train them for National Leadership.

What Article 208 provides about the military’s involvement in civilian work, we are now heading away from civilian rule to military rule, as we see in Egypt, the Minami, and North Korea.

To see civilians donned in the military, we are passing wrong signals, and yet soon the Parliament of Uganda is going to swear in over 500 MPs,  will the Parliament swear in NUP party Members of Parliament, FDC, and DP to be enrolled in Kyankwanzi for National Leadership training

President Museveni, who opened the Kyamkwazi National Leadership training on Monday, April 8,he  focused on fighting corruption, ensuring party unity and driving economic transformation.

President Museveni outlined 10 strategies aimed at tenfold economic growth, including Agriculture, Manufacturing technology, while demanding accountability from  Members of Parliament.
