Uganda: Public Alert – Suspicious Vehicle Activity in Gulu

On 12 August 2025, suspicious vehicle activity was observed in Gulu involving a black Toyota with registration CM 360001 (Central Government/Official use) and tinted windows. This incident follows earlier patterns of unidentified black, tinted “drone” vehicles trailing individuals in the area.

Timeline of Events:

• 2:00 PM: CM 360001 was seen coming from the direction of Gulu University.
• Minutes later: The vehicle was parked at the Gulu Regional Hospital junction, with no other cars nearby. After the observer crossed the road in the opposite direction, the vehicle departed approximately two minutes later.

Additional Notes:

• This was the first sighting of CM 360001 in Gulu.
• The observer has previously noticed repeated trailing by other black, tinted “drone” vehicles.
• An army truck was also stationed near the scene.
