UGANDA: DECEMBER 6 UNREST IN GULU CITY BECOMES A POLITICAL WATERLOO FOR THE NRM-AKENA WALTER
This was a week ago, now the tide has change, Hon. Lyandor Komakech is not canvassing for votes Hon. Martin Ojara Mapenduzi is on the lead
Museveni did not plan the December 6/2025, chaos in Gulu City, but the goons led
by Martin Ojara Mapenduzi and co, it’s in the best interest of the state for Robert
Kyagulanyi aka Bobi Wine to survive. The state was not reckless enough to kill
Bobi Wine in Acholi Sub-region. The state survives on Bobi Wine for its legitimacy
The alleged voting biometric system, can be true 100 percent, Chaw West County,
Kitgum district Okellowange Ogweng Joseph Uganda People Congress Party
candidate argued that he created biometric voter system when he was working with UN World
Food Program, and through the Biometric System voting for us to know how many numbers of
residences within an area, we subject people to take their finger print, and one person can put it thumb
on Camel skin, and put his finger thumb on biometric system, that person would turned to be another
person for ten times.
Who knows if the biometric voting system that requires a power bank to operate will have those failures
will be there We are advocating that there must be easy biometric voting by putting in place voter cards.
“Biometrics alone is a big fraud
GULU CITY-FIRDAY, JANUARY 2026.
By Okumu Livingstone Langol, Our Correspondent
Our Correspondent caught up with Walter Akena, Uganda Political analyst, one-on-one to give his
thoughts on December 6, 2025 why he described it as a Waterloo turning point of the National
Resistance Movement ruling party?
Walter Akena, December 6, 2025, total dawn of chaos and orchestrated NRM goons led by Hon Martin
Ojara and cos, it’s in the best interest of the state for National Platform Unity (NUP), party president
Robert Kyagulanyi to survive, and the state was not reckless enough to kill Bobi Wine.
Why, Akena alluded that the state survived on Bobi Wine for its legitimacy. To explain, of all of that, the
other 7 presidential aspirants who are campaigning with President Museveni, Bobi Wine is the most
legitimate NUP party president.
First of all, there has been an allegation against Gen. Mugisha Mutu, the Alliance for National
Transformation, and view by Uganda views as a mole political party. Forum for Democratic Change
(FDC), a party, Nandali Mafabi was accused of getting tracery Money. All the rest are considered the
creation of the deep state.
“Based on that, Bobi Wine is only the legitimate aspirant presidential candidate challenging President
Museveni's bid for life president in Uganda, following Dictator President Amin for the polls.”
For that reason, the December 6/2025, presidential campaign in Gulu City was organized not to kill him,
but to disrupt his rally, the person who planned the December 6 th are well well-known Ojara Martin and
Co.’s. The incident was ugly from both political candidates’ arena and including Acholi community
leaders
Our Correspondent learned that President Museveni was in Gulu City on December 30/2025. The
President Museveni condemned it, and the Acholi leaders condemned it.
Was December 6 th ugly because the attackers aimed at Buganda, and it became terrible? There was no
Buganda that should be targeted and their properties. The only things they wanted to account for were
President Museveni's lies, so they told lies that the Acholi Sub Region has become Yellow, that all Acholi
will vote for Museveni.
This incident will cause all NRM party candidates will fail in Gulu City. December 6 th was the Battle of
Waterloo, the June 15 th, 1865, Napoleon, the Battle of Waterloo that marked the end of Napoleon
Bonaparte III.
For that reason, Ojara is fought politically because even the deep state on him, for the cause’s political
success, as in the 2021 presidential polls, President Museveni, for the first time, got overwhelming votes
in the Acholi Sub Region. However, Hon. Ojara Martin Mapenduzi, the MP for Bardege-Layibi City
Division, thinks the deep state is behind him, but he does not see beyond.
Our Correspondent caught up with Okellowange Ogweng Joseph, UPC aspirant for Chaw West County,
Kitgum District, and asked him what his takes is as the new flag bearer for the former UPC party that
ruled Uganda twice?
Okellowange Ogweng, UPC, look at it from a social perspective, the issues of ignorance, diseases, and
poverty. 40 years ago, we talked about it. Particularly in Acholi, the issue is attacking people have been
in a war zone. They lived in internally displaced People’s camps, the scar is still fresh.
Now, in Acholi, when you ask, the DNA is poverty; everybody in Uganda knows if you want to see
poverty, go to the Acholi sub-region. We need wealth; the policy of privatization has a hallmark in our
sub-region. Look at education, the owners of private education are big bosses working with the Ministry
of Education and Sport.
Even in the Acholi sub-region, to enroll your children in private schools is a tag of war. In Kitgum District,
we have dropout pupils a 70 percent dropout rate in primary schools, and a 30 percent dropout rate of
pupils who enter secondary education; we have a 25 percent dropout, and only 5 percent of those who
finish secondary education.
The youths whom we now call Aguu find their way of survival, and even the politicians are looking to use
them. This is why, as a UPC candidate, we look at that for social capital; I look at it holistically; this is the
UPC.
So, the Health Units, the basic treatment for Malaria tablets is lacking in the health Units, people die
because they lack drugs, the private health Units are owned by big people from health units, they tell
patients to private health units, you tall people to private hospital because they cannot afford medicine.
In Northern Uganda, we are like malnutrition children; there is no way that you can put people of
Northern Uganda at the same pace with the rest of Ugandans. Education in Acholi, when I talk for Chaw
West County in Kitgum District it impacts all the Acholi community in Northern Uganda. Private
education facility in Chaw West, those who own it are in Kitgum Municipality, but most of the
government-headed education facilities are in the countryside, which have a weak foundation body.
Surprisingly, those bush education facilities faced mega funding by the Ministry of Education and Sport,
take for example, the Universal Primary Education fund UPE, the Ministry of Education early earmarked
UGX 9,000 as a grant per pupil. To me, I look at it from a different perspective. Why would the Parents
Teachers Association have founded primary education, the way PTA in the Central Region, each parent
opted to pay PTA to the tune of UGX 1 million, if we are to improve on academic performances of our
school education?
Secondly, my spectacle eyes look at the School Teachers' industrial strike that took place last year, 2025.
For almost a third term, where our pupils and students just went to school to pass the time, when there
was no teaching at all. At the end of last term three, an examination was given to all Ugandan students
and pupils across, even where an industrial strike took place, are we serious?
“The Ministry of Education and Sport put a wage between science teachers and Art Teachers, why does
the government bring computation amidst Art and science teachers, instead of promoting both, but to
ask Art students to read hard and do sciences. For example, you find computation in school among Art
and Sciences teachers, when Sciences teachers buy prize Cassava, and yet Art teachers cannot afford, all
seated in the same teacher’s board room.”
The result, our teachers do not teach, but only wait for the end of term, so their salaries keep coming.
Because there is no equal motivation for the school's teachers from the parents and government-funded
bodies. And also, drugs are absent from health care units, unlike in the past when Uganda Medical
Stores transported types of drugs to health outposts.
We are aware that Nodding syndrome has affected over 3,000 people in Kitgum District has over 3,000
nodding syndrome cases, while Pader District alone, health officials reported about 1,359 patients with
Nodding Syndrome as of September 2025, with 562 severe cases. The worst case scenario, in the past,
the government has opened schools for the nodding syndrome children affected with all sets of physical
facilities, but since then, it has run out of those enmities.
Chief Justice Alfonse Owiny Dollo, while addressing mourners during the send-off of Semei Okwir, one of
the Acholi icons who was laid to rest in Labora Sub-County, Omoro District, decried the loss of
education. Acknowledging that in the early heyday, in the 1950s and 1960s, the late Semei Okwir was
the education reference in all of Agago County.
“Wumak Kwan, in those days we implored the late Semei Okwir, because he was the first Acholi scholar
to achieve higher academic. When we talk about institutional destruction and social evil, things like theft
of Simsim, burning of coffee plantations, and Cocoa plantations, it comes with the expenses of the

destruction of education over the 20 decades LRA war. You see the goodness and fruit of education
from Semei Okwir's children; they are all well-educated. This is why we mourn the destruction of Acholi
academic giants,” CJ Owiny Dollo Lamented.
Priceline Lakot, the aspirant FDC for Omoro Woman candidate, when contacted why she sees the
January 15, 2026, presidential polls important. Says that under President Museveni's reign, he does not
have good political hope for the Acholi. The silence of the guns is over, but we are facing guerilla
warfare.
“We have seen now how bad President Idi Amin's regime was, the worst President Amin never went to
the grassroots. But, now under the Kampala regime, they want the Acholi Sub Region to remain necked
without land, without land no one will survive the economic hardship, wealth, and socio-economic
pressure” she asserted
