UGANDA: PRESIDENT MUSEVENI AT 80s HAS LOST VIGOR, MENTAL ABILITY AND CONTROL OF THE SYSTEM-POLITICAL ANALYST
Dr. Caesar Lubangakene, Independent candidate for Pece-Laroo, Gulu City Division saysI see many people supporting me because I am one of the few left standings to expose the genuine views of the Acholi.
“In years 2012, president Museveni while appearing on NTV interviewed Patrick Kamara, when he was asked his opinion on the age limit on presidency. Says, “Active leaders are the leaders below 75 years old, any leaders above 75 years old does not have the vigor. So, in the 80s, one can say President Museveni has lost vigor, lost mental ability and physical ability, he lost control of the system.”
Jimmy James Charles Akena, Uganda People Congress Party President vowed, I will stand to face fire, he was blocked by President Museveni, where is Uganda moving?

One on one with Caesar Lubangakene: Are you going to support Robert Kyagulanyi aka Bobi Wine?
Dr. Caesar Lubangakene response; I will support any pro-change candidate because Uganda urgently needs change in how we are governed. My loyalty is to the people and to the promise of a better future, not to any political label. Anyone opportunity for all Ugandans will have my support

As Ugandans await hot presidential debate and parliamentary debat, Akena Walter, a renowned political analyst based in Kampala, dismisses National Resistance Movement (NRM), party big crowds being paraded on National Television, whenever the president appears to address political rallies. Term it’s staged managed to hoodwinks Uganda that President Museveni is still a crowd follower, yet not at all.
“Today, there is a general fatigue, people are bore, both Museveni and the NRM ruling party has to buy people with money and food, clothes to hoodwinks them as a ploy in order to come to attain Museveni presidential campaign “
The worst thing that has happened, the Uganda opposition has been beaten and battered, the Opposition parties are not using fatigue of President Museveni and his NRM ruling party. Because they don’t have money to organize themselves against NRM ruling power to marshal a strong resilient movement that would challenge Museveni’s realm of power to compete with both NRM and deep state apparatus.
Akena Walter says the hole in NRM camp, is the fight Anita Amongi, the 12TH Uganda parliamentary Speaker pose to the NRM ruling party to President Museveni himself and his successor first son, Gen. Muhoozi Kanierogaba Chief of Uganda People Defense Forces (UPDF), in NRM there is nobody that can hold NRM party together like Museveni has done.
NRM will not be there without President Museveni, history has told us that in Africa Revolutionary never survive beyond the founding leaders. The current parliamentary Speaker Anita Amongi has her ambition, Anita Amongi would be fought the way Museveni fought Alitalia Rebecca Kadega, and the late Jacob Oulanyah Lanywen, the 11th Uganda Speaker was brought down, just a matter of time, time will tell.
The second hole in Museveni hierarchy, the fight against Anita Amongi, is on high gear, the way Norbert Mao was brought to contest for Gulu City East Division, of Pece-Laroo, is the preparation to replace the current Uganda woman Speaker Anita Amongi. The former Gulu Municipality MP in 6th and 7th parliament, and later Gulu Municipality Local Government Chairman, has been put on a pivot ladder to stop the pro-Gen Muhoozi Kanierogaba supporters who have been placed to weed out Acholi Parliamentary Opposition strongholds. Those nominated MP under NRM party umbrella, the likes of Anthony Akol, NRM MP candidate for Kilak North, Martin Ojara Mapenduzi NRM party candidate for Gulu West City Division, Mile Lakony NRM candidate MP for Kilak South, Fr. Charles Onen, Independent candidate NRM insider. And many others in Acholi Sub Region, Norbert Mao is rooting them out.
However, the war is still far beyond the expected, since Caesar Lubangakene entrance NUP an insider has implicated a mathematical equation for Norbert Mao’s easy return to succeed in his dirty deal with NRM new founded marriage.
Norbert Mao and Caesar Lubangakene who are digging their roots in Gulu City East Pece-Laroo Division, both of when ask, what is his agenda, was tight-lips. Only says people will decide.
Okema Christopher Amic, Kitgum based political analyst observed that, the only opposition parties that were capable of dislodge both Museveni and his state apparatus were the Uganda People Congress party (UPC), and Democratic Party (DP) from power. But, quick to reiterate that, it was President Museveni ploy in 2021 to use Jimmy Akena, the son to Uganda Independent funding father, Dr. Apollo Milton Obote to wage a UPC palace coup against Amb. Olara Otunnu which made President Museveni become Oligarchy.
“Now where is Jimmy Akena, who claimed to have toppled Amb. Olara Otunnu who was UPC elected party president, this would have been the time for UPC to make a comeback, President Museveni and his NRM party would have been kicked out of power by landslide victory.
Secondly, the other opposition party that would have dislodged both Museveni and his military apparatus, would have been DP, if Norbert Mao, Presidential General of DP would have not thrown in the towel and old DP party in 2002 when he joined purported to have signed MoU with President Museveni, this our time as UPC party and DP as Uganda main opposition parties to would have rooted Uganda dictatorship Museveni from power.”
Okema Amic warned those NRM supporters, mainly sons and daughters from Acholi Sub Region who had blocked NUP Parliamentary candidates not to get nominated in the just concluded Uganda Election primary nomination. Argued that there is likely that NUP party President Robert Kyagulanyi aka Bobi Wine would sweep Buganda region and Busoga region. And Northern Uganda, as he has seen massive support from East Acholi during the last NUP party president visits. Where youths from Agoro, Lukung, Madi Opeyi, Orom, Mucwini, Paluga and Padibbe stormed NUP political rallies amidst long distance scorching sun.
To my dismay Jimmy Akena, who claimed UPC party presidency, the UPC supporters in Lango predominant UPC strong hall, beat the odds by turning up millions to welcome NUP Party President Robert Kyagulanyi. To prove otherwise, the President had blocked Jimmy Akena’s self-styled UPC enigma in Lango sub Region. President Museveni’s denial for Jimmy Akena not to pick presidential nomination form has paid him back in his own cone.
In conclusion, Okema Amic admit that even is today President Museveni pronounce that he has passioned on, nobody will dare to go and celebrate his demise, because there will no NRM party, as chaos would rule Uganda
Dr. OKidi Christopher Director of Think Thanks based in Kampala his political discourse narrative on the current political up veil in Uganda politically seen toward Parliamentary and Presidential polls on Feb 13, 2026 speaks value.
Dr. Okidi argues that his opinion on President Museveni was that he did not build institutions, even institutions of governance around Museveni. “President Museveni built the post Uganda National Liberation Army/ Movement state based on his own image.” Actually, like Mamdani has said, it’s impossible in a generation because corruption has become a common modus operandi, according to Mamdani.
Beside absence of institutions, Uganda will be rebuilding a fresh, president Museveni may try to blame whoever he thinks is likely to take over from his crumbling state power, the committable forces now are Anita Amongi, the Speaker of Parliament, but Anita Amongi does not have political based even in Teso Sub Region for herself. Otherwise she would have not kidnapped her main political naming, in the just concluded Parliamentary nomination to declared herself an opposed
Jimmy Akena, the party president, declared that he will not witness the downfall of Uganda.
“I am Jimmy Akena, UPC Party President. I tender my resignation letter before Parliament,” he announced. In a high voice, he continued, “We are not going to allow the UPDF High Command to undermine Uganda’s democracy. What we are saying is a fundamental human and political right — the right to freedom. What the National Resistance Movement (NRM) and the UPDF High Command are doing is wrong.”
The Speaker, Anita Among, raised her voice, saying, “Calm down, calm down, come down.” In total anger, the paper Jimmy Akena was presenting fell off the table. Regaining momentum, the UPC Party President roared:
“The Chief of Defense Forces, Gen. Muhoozi Kanierogaba, is running around Kampala streets saying the future of Uganda’s political parties will be determined by the NRM and the UPDF High Command. He is running around claiming that political, social, and fundamental rights will not be determined by Ugandans. No! This cannot work. When his father gives him a document — ‘mine, mine, me’ — that past political policy document is passed to the NEC, the NEC passes it to the Cabinet, and the Cabinet passes it to Parliament.”
Akena continued, “I am happy that the people of Kawempe North have answered the High Command, both NRM and UPDF, with defiance. Although they have deployed helicopters and heavy artillery, they will not determine the future of Uganda, nor will they intimidate them.”
“I base my opinion and facts on a key document — the very document issued by the NRM when they went to the bush,” he said. “Under the realities we have gone through, their number one objective, I quote word for word, verbatim, was the removal of the UPC–Obote dictatorship by forces of arms. The second objective was to establish themselves, by force if necessary, as a one-party popular democracy under the NRM. So, this one-party democracy continues in different forms. I know Museveni and his core team have not deviated from that — the NRM is still the only party allowed to operate.”
He further noted, “Of late, we have issues surrounding the Public Management Act. This issue keeps coming up. The roots of the Public Management Act are found in section 3.3.3 of that same document, which talked about political parties. I quote: only NRM is allowed to operate in Uganda, such that other parties like UPC, DP, CP, and LFP, which operated at that time, would cease to exist. At the requirement of revolution, it was not the NRM’s standing act but a strategy restricting freedom. This is the core element of the NRM when they went to the bush — to establish themselves and continue dominating Uganda’s politics.”
He added, “Recently, we have seen issues around the Public Management Act re-emerging, i also heard senior UPDF officers belittle the institution of the Supreme Court. This is not something out of the blue; in that same document, power relations are very clearly stated, putting the NRM and another organ above all others.”
Jimmy Akena spoke eloquently while introducing Betty Amongi Akena, the UPC flag bearer for Lira City Woman MP. He argued that in 2019, when the Chinese proposed to build two football stadiums in Uganda, he went to President Museveni first and asked that one of the stadiums be built in Lira City.
“When President Museveni agreed, I asked him to put it in writing,” Akena said. “The President not only put it in writing but also wrote to Foreign Minister Sam Kutesa, who confirmed that one football stadium would-be built-in Lira City.” However, there was a misunderstanding between the Minister of Education and Sports and the Ministry of Finance, planning and Economic Development, which delayed the construction of the Akii-Bua Stadium in Lira City, though it was later sorted out.
He added that the construction of Akii-Bua Stadium was fully supported by all members of the lango parliamentary group, who stood by him and demanded that Lira City must have its own stadium. He revealed that the northern parliamentary groups, including the Acholi parliamentary group and the west Nile parliamentary group, all supported the demand for Lira City’s stadium.
Jimmy Akena issued a “red card” to any political party daring to cross into the Lango sub-region, calling it the UPC stronghold. Since he is out of the presidential race for February 13, 2026, he expressed disappointment but reaffirmed that Lango Sub-region will remain the color red.
President Museveni his first leg campaign in Acholi Sub Region has been hanker on 7 pillars in NRM manifesto that includes Peace, Development, Wealth, Job creation, Services, Market and Strategic Security.
President Museveni repeated history that for the last 500 years, Bacewicz Kingdome was ruling the Great Lakes Region extending from Tanzania, RD. Congo and the Greater North until 14 Century when the Low density took over from Chwezi Kingdom, warns those who planned to destabilize the current peace, the like of Robert Kyagulanyi Ssentamu, Major General Mugisha Muto will keep peace.
President Museveni whose speech was written by Anthony Akol, Martin Ojara Mapenduzi, Norbert Mao which particularly structure to avoid the Apaa land grabbing, the Balaalo migrant’s cattle keeper, while stressing on cattle restocking that aims to give five head of cattle per household.
President Museveni promised to build more seed secondary schools, says in 1961 when he went to Ntare Secondary School in Western Uganda, he was with Kidega former Police officer, Alfred Onying, those who went to Ntare Secondary school. Says there were only three boys’ secondary schools.
By that time there were only three High Level in Uganda for boys, Buddu College, Mwirri Secondary for boys while for Girls secondary schools were Gayaza secondary school, Nabbing secondary school Nanugongo secondary school.
President Museveni avoided poor health services in Acholi sub region, only paraphrasing cattle rustling
Our Correspondent caught up with Caesar Lubangakene one on one and asked him, greeting sir. Dr. Caesar Lubangakene, you are standing as an independent candidate, but people have hope in you as NUP. How are you going to compromise with them?
Response. Caesar Lubangakene, voters rarely identify with political parties during local elections, what truly matters to them are the individual’s attributes, integrity, and campaign messages that directly speak to their daily struggles. My focus is not on party colours, but on the needs of our people’s jobs, better services, and dignity for Acholi communities. People see in me a voice that represents their frustrations and hope, and that’s why their support goes beyond party lines.
Question: The Uganda political scene seems dominated by divided camps, formerly Anita Amongi influence across Acholi, and now with Norbert Mao’s re-emergence, the Museveni camp appears to be fighting the Anita Amongi camps. What is your strength and gain in this political war?
Dr. Caesar Lubangakene response, my message is that matter most to our people in Acholi, in Gulu City, voters do not vote for money, they vote for what they each candidate stand for, I see many people supporting me because I am one of the few left standings to expose the genuine views of the Acholi. Norbert Mao, Fr. Onen Charles Padi, Tony Kitara and others are NRM earning candidates.
“My strength lies in staying true to the issues that affect our people, not in aligning with political factions that serve their own interests.”
Question: Are you going to support Robert Kyagulanyi aka Bobi Wine?
Dr. Caesar Lubangakene response; I will support any pro-change candidate because Uganda urgently needs change in how we are governed. My loyalty is to the people and to the promise of a better future, not to any political label. Anyone opportunity for all Ugandans will have my support
