Prof. Mary J.N. Okwakol, the Executive Director of the National Council for Higher Education, warns higher institutions of learning that have not been approved by the National Council for Higher Education that those students who studied from those fake universities will have their certificates null and void.
Prof. J.N Okwakol says it is a pleasure to meet His Worship, Gulu City Mayor, and Alfred Okwonga, to talk to you, secondary and post-secondary students at Gulu University 17th Anniversary exhibition taking place in Gulu City. The National Council for Higher Education was established under the Higher Education Act 2024. It was established to organize the conference, which was held in the Acholi Inn hotel. It was very successful.
Prof. J.N Okwakol, early on, on Monday, while officiating at the opening of the 7th National Council for Higher Education, reiterated that the 7th Annual Higher Education Conference organized by the National Council for Higher Education, aims to maximize conference value, encourage all participants and knowledge exchange among stakeholders in higher education.
While addressing over one thousand students from across northern Uganda, Gulu District and Gulu City, Prof. Mary J.N Okwakal exonerated students. “We thank Gulu City, and we convey our gratitude to the entire Gulu District. We thank your officers for offering leadership for education, we thank you for offering leadership. Gulu City has become a beacon of hope and opportunity.
She stressed that this work brings together specialists, and it brings innovation to real change. Since 2014, the National Council for Higher Education has been rotating countrywide. We support quality assurance education through innovative learning.
The National Council for Higher Education is working to strengthen Higher Education. “Let me assure you that our students go to the Universities institution that is accredited. They should make sure that they go to such institutions.” Prof. J.N. Okwakol, rest assured.
Inviting teams of career guiding Dr David Musiimaami, head of standards, Equating and Recognition and NCHE. Says they are in the Gulu University exhibition, innovation and research with a team of 6 from the career guidance office for Higher Education, outlined that in our career guidance is about Higher Education institutes. We want them, students after finishing their institution, to join the institutes that are recognised.
Acknowledge that we also informed them to know the programs that are profitable, we also informed them to form bachelor of Higher Education that are appropriate, we also informed them that they graduated from the higher institutions that are not approved, if they joined the higher institutions that are not approved, we declared their certificate null and void.
“If such students invest their studies without following career guidance lines, we also inform them with courses to study, providing them with a decision on the profession that is good for them.” Dr David Musiilmaami warned.
Prof. J.N. Okwakol later says till 2023, we were being held outside the region, in 2024 was in Mbale, eastern Uganda, in 2025, we were in Mbarara, South of Uganda, and now we are in Gulu University.

Later on, Dr Ramadan Mugalu, the Vice Chairperson for the National Council for Higher Education, welcomed His Worship, Gulu City Mayor, and Alfred Okwonga. His Worship Mayor Okwonga reiterates, saying today is my great honor to serve as the guest of honor for Gulu University.
Allow me to apologies, I thank the Executive Director for the National Council for Higher Education for thinking for us, northern Uganda, to bring us the National Council for Higher Education, some people may not value that.
“I thank the students, I am sorry that when I came here, I found fewer numbers of students, this made me call for the Gulu City Education authority, all head teachers and those who are concerned to arrange for their students to come.”
Gulu City mayor advises community leaders and parents to attend free career guidance.
His worship, Gulu City Mayor, demanded to know why the community in Acholi Sub Region shunned the free National Council for Higher Education, wondering that during their time, 40 years ago, the students never benefited from free career guidance.
Stressed, career guidance is very significant; we studied without being mentored in career guidance. I request that this kind of exhibition be organized back at Gulu University, since you have been holding this in Kampala. We need a stronger affiliation with higher schools.
Let them come and talk to secondary schools within Gulu City, I know many of them cannot afford to have money and organize such events. What I have seen in the exhibition can improve our culture; there is a lot of innovation and research.
“I would like to request the head teachers not to wait for the National Council for Higher Education, you know that not only to join a university directly. But you can also pass through a high institution of learning through the back door.
I have a School of Health Science and a School of Nursing. I have over 700 participant’s students who are pursuing clinical school and Health Science Diploma Medicine; many of the medical doctors have passed through my medical school.
