It came to pass after the election of the 12th Speaker of Uganda Parliament, as the marriage between the Democratic Party and National Resistance Movement was swept under the carpet when President Museveni and Norbert Mao took opposite sides, the long-awaited election of the 12th Speaker showed Jacob Markson Oboth Oboth , the Japadolo kingmaker, rose to become Parliamentary boss.

 

Acholi Sub Region, which has been at the realm of Uganda’s political hegemony from pre-Uganda Independence up to the mid-1980s, has been reduced to a gatekeeper role, from the grace of mighty military power to the housemate docket. Where the likes of academic giants, the philosopher, the topmost world surgeon, the likes of Dr Alex Odonga, the topmost UN Under Secretary for Children and Women Affairs, Amb. Dr Olara Otunnu was accorded the name of shame.

The Acholi young generation, the graduates of the 1990s, the likes of Norbert Mao, Okumu Ronald Regan, versus the Acholi Graduates of the 2000s, the likes of Anthony Akol, Martin Ojara Mapenduzi, Anywar Ricky Richard, who have turned politics into money laundering as they reposition themselves as political turn-court.

In Acholi/Luo culture, the Chief of the Kingdom is the one who assembles the enemies to attack his sovereignty. The Chief blows his war trumpet to summon his subjects, and upon that, the message goes beyond to invite his ally to reinforce them, as it comes to pass when the mission is accomplished.

In that nature, when the Puranga chiefdom came under the enemy invasion, Ogwal Abwong, the Puranga chief, used to blow the trumpet once his chiefdom was under siege.

 

The immediate Puranga allies were the Pajule chiefdom, Pader chiefdom, who would come to reinforce their sister chiefdom.

Thus, in 1909 when the Lango tribe summoned the Karamojong warriors, Kuman and Iteso, to attack the Puranga chiefdom. Rowt Ogwal Abwong of Puranga sent the message to Rowt Ogwok of Padibbe, Rwot Awich of Payira, Rwot Lagony of Koch, Rwot Onung of Lamogi, Rwot Ogaba Labwor of Pajule, Rwot of Pader, Rwot of Paimol, Rwot of Omia Pacwah, Rwot Cwah, Rwot Lukung, and Rwot Madiopeyi.

 

Later, the Acholi of Eastern Equatoria, including the Arabs, were part of the battle of the Kole River, because by that time, Acholi boundary stresses from Labwor Hill, up to Got Ngeta, then follow westward the stream of River Kole up to Atura port.

In the battle of River Kole, Olal Teng, the deity of Puranga, commanded the Acholi warriors not to cross River Kole; likewise, the Deity of Lango, called Got Oming, commanded Lango worries not to cross River Kole. According to historical fact-finding from Marino Opogo Oruk, the Puranga elder.

He disclosed that upon that contradictory command from Olal Teng, Moro Lateng, of Puranga deity, the Acholi assembled on their side for an amount, while Lango also assembled on the Lango side overlooking each other.

 

However, worries from Acholi decided to cross River Kole in order to provoke the enemy, and a fight ensued. The result of that crossing was that the Lango’s worries pushed the Acholi to Teboke village, a distance of about 15 kilometres from Kole.

So do the Lango worries happen to taunt Robert Mao. Why the speakership and ministerial position? Can’t you go and rebuild your people who are poverty-stricken? The NRM agenda stands on empowering rural communities who live in abject poverty under the Program of Emeyooga, Operation Wealth Creation, the Parish Development Module (OPM), that gave UGX 800 million and Emeyooga, which the government has been supporting.

Acholi/Luo communities were both nomadic and agricultural, which is why we have to introduce our esteemed readers to the inside of Acholi/Luo strategic warfare management. The Acholi/Luo which comprises the Central Luo of Uganda that includes Alur, Padhola, and the Kumum living in the Eastern region of Uganda.

The unquickens of the Acholi/Lou community, they had social co-existence that kept them different from other ethnic groupings. One of the most powerful internal co-existences was seen during the hunting of what we called Dwar Apet or Dwar Obwoo.

During the mass hunting, the Acholi/Luo community would move with family of household who were able participate in hunting, during dry spelt, from January to March before the on rain set, the household family who go what people says adventure hunting, tour where each clan would perform Larakaraka dance, Bwola dance, Otole dance to entertain themselves in the evening, while enjoying meat they have, while young boys and young girls would even pairs to begin the hunt for marriages.

And during dry spells, men and women could lead their young generation to have a field in the outside world beyond the village. On the contrary, during the wet season, the Acholi/Luo community would resort to hunting the animals within their ranges. There specialized people who would lay surveillance on particular animals that live within their hunting ground.

What usually happened, when Ojok, for instance, circled one of the animals, he would blow his hand to summon the people within the village, Kuto cinge. To mean we have a catch. People would turn up in big numbers with their (Obwo), initially their net ready to trap the animal, Obwo. So, the person who called the people to come will put his net first, then he will choose his neighbors in turn until the net covers all the area with the intended purpose of catching an animal.

This tells us that, before you go to war or hunting, you must know who is your ally and adversary. The Presidential and Primary January 15, 2026 election, what happened and how the campaign was conducted, does not matter; what matters is the end result.

In 1977, there was a Uganda Army officer called Lt. Obote working in Bondo Army Barrack in Arua town, now Arua City. He was a Lango by tribe, the former Ugandan President Amin Dada, an arch enemy of Acholi and Lango. Lt. Obote, who was the Intelligence Officer (IO), was detailed to write all the names of Acholi and Lango sons who work in Arua district, from the Police Officers, Prison Officers and Uganda Army Officers.

He wrote and compiled the name of the purported subject, and on the D/day Sunday one Okot who was working as Paymaster for the prison in Arua, was summoned by the Officer In-Charge of Arua Prison to the office. The OC Prison happened to be a Kakwaa tribe, the President Amin’s tribemate.

With the grace of God, the OC prison summoned Okot in his office, asked him to open the Safe, the man did and counted all the cash he had, and later he asked him to reconcile the book of account, his servant Okot did, and there was nothing missing.

The Prison Officer ordered his servant Okot to leave immediately. Okot was the only survivor of the 1077 Arua massacre, where sons of Lango and Acholi were killed in cold blood. Later, Amin’s henchmen came and asked Lt. Obote if there were any Lango and Acholi sons still remaining. Lt. Obote’s response was not among the left alive. They asked him What about you? He was dragged and charged with plotting to overthrow Amin’s government. Lt. Obote is among the people killed in a firing squad in Kampala Clock Tower.

The bitter part Acholi experienced, in 1986, when Museveni took over power on January 25, he waited until to announce his new government takeover until January 27, to allow a clean-up; the rest is history.

There was propaganda being peddled in Acholi land that once Museveni took over power, Acholi would be a worker of a stone quarry in Kampala, and their son would be working as security guards in Kampala. And indeed, today, as the Uganda Correspondent wrote this article, all the security guards in Kampala central district region, all are workers as security guards, and while their wives work in a stone quarry at Kinawataka Nakawa outskirt.

Who is the Acholi alliance in Uganda now?

With the advent of the British Colonial power when they set foot in what we called Uganda, the British colonial power established its seat of power in Kampala. The Buganda King Mutesa was the king of Buganda, and the British colonial power used the Buganda King to fight the Bunyoro Kitara King, King Kabalega Homukama of Bunyoro Kingdom. Until the two kings decided to wage war against the British Colonial power, and the two kings of Buganda and the King of Bunyoro Kitara, King Kabalega, came into exile in Lango and eventually settled in Acholi.

When Dr. Apollo Milton Obote had wanted to get independent in 1962, he used the alliance created by the King of Buganda and the King of Bunyoro to gain political independence on 9, October 1962. Until the two, Dr Obote and King Mutesa, their political marriage, the Uganda People Congress Party and the Kabaka Yeka KY alliance, broke down in what political commentators called the 1966 KY and UPC political abolition

Is Iteso our alliance, yes or no, depending on the situation? In the 1970s, during the political civil strife when Acholi and Lango were suffering at the hands of Idi Amin’s monster, the Iteso who worked in the General Service Units of Intelligence mocked the Acholi and taunted them as a stupid race. Norbert Mao had more salt to the wound.

To be in close alliance with Muteso is good because they know and can manipulate the situation. What happened to Raila Amollo Odinga when he was invited by Mike Mukula while he was looking for the vote to become Secretary General for the African Union (AU)? He was poisoned through drink, the vain yard source revealed.

By now, with the new formation of Uganda’s political transition, when Aber Lilian was nominated to become the Deputy Speaker, some Woman Goon from Acholi Sub Region also came up to pair with her. That was political suicide.

Acholi Sub Region has done what it takes to have a political cake, but does it mean they should all face the dungeon? Just remember Lt. Gen Paul Lukech, Jacob Ounlyah and others. rewrite the story
