UGANDA: DR. JANE RUTH ACENG HEALTH MINISTER TOOK ST. MARY HOSPITAL LACOR C.T SCAN TO ABER-GULUUNIVERSITY DON DECRIED.
President Museveni promised St. Mary Hospital Lacor radiology C.T. Scan to provide radiology services for the people of Northern Uganda. However, five years down the road not C.T Scan has never been delivered to the hospital, instead Dr. Jane Ruth Aceng shifted to C. T. Scan to Aber Hospital in Oyam.
The attempt by Emeritus Archbishop John Baptist Odama, of Gulu Catholic Archdioceses hits death ear, the religious man asked her why she did not get St Mary Hospital Lacor, catholic foundation medical services get C.T. Scan, since the hospital received 200500 patients annually.
Dr. Jane Ruth Aceng who was dismissed from St. Mary Hospital Lacor way back as an intern Doctor by Dr. Coti because she led an intern doctor on a food strike, later she paid the hospital in their own cone, once time got Acholi milliner Tookame Peter aka Angaya they father a daughter with her and later they parted ways in a bitter conflict.

The pleas by Emeritus Archbishop John Baptist Odama, Gulu Catholic Arch Dioceses to Dr. Jane Ruth Aceng to let St. Mary Hospital Lacor have C.T. Scan, President Museveni promised UGX $1 million as part of his president’s health hits death rock.
Pyro Paul Ocaya, St. Mary Hospital Lacor exposed rot in the Ministry of Health in a morning interview by Our Correspondent how the hospital got frustrated by Dr. Jane Ruth Aceng, the Minister of Health failed to implement President Museveni Presidential promises he made on March, 7, 2022. When president Museveni was in Acholi-bur on a presidential tour on Wealth Creation.
“His Grace Emeritus Archbishop John Baptist Odama started his initiative following the challenges St. Mary Hospital Lacor is facing a need for radiology C.T. Scan to allow proper medical investigation by the time a lot of Northern Uganda does not have C. T. Scan. The T. C. Scan was only in Mulago National Referral Hospital and Nsambya Hospital in Kampala. President Museveni came out with pledges that St. Mary Hospital Lacor should raise funds for C. T. Scan. The information reached president Museveni on March 7, 2022.
When president Museveni was in Acoli-bur during the Wealth Creation mobilization tour, he promised $1 million for the C. T. Scan.” Pyro Pual Ocaya stressed.
He disclosed that the president made his offer UGX 20 million as a personal contribution toward the purchase of C.T. Scan, for the funds raising drive launch, unfortunately it did not happen as COVID-19 epidemic occurred.
Later the management of St. Mary Hospital Lacor wrote the letter to the president office as part of a follow up. When the president got the letter later. He instructed his private Secretary Dr. Kenneth Omona.
Dr. Kenneth Mona later wrote a letter to the Ministry of Health on March 24, 2022. We received a copy of the letter from the President’s office, we wrote the letter to the Ministry of Finance and Economic Development dated May 9, 2022. To the Piercement Secretary of Finance and Treasury, informing him that we got the letter from the president, which was written to the ministry of Health in regards to the Ministry of Finance Planning and Economic Development informing him that he should facilitate the implementation of the presidential directive.
“The letter we wrote indicated that the money should be sent to the state house Controller or directed to St. Mary Hospital Lacor urgently, in the document we stated the Account detail. “Director Administrator observed.
On March 30th, 2023, we wrote yet another letter to the Ministry of Finance Planning and Economic Development as there was a response because there was BOQ from the supplier, we gave a new quotation with Account detail where the money should be wired.
On 2 May 2023, the first communication we got from the Ministry through the Permanent Secretary Ggoobi Ramtham, says.” We are in receipt of your letter dated 30th March 2023. Further reference is made March 2022 in which my Ministry directed to fulfil the presidential plages worth UGX 2.4 million. We are cognizant of the critical importance of having a CT scan at Lacor hospital to provide radiology services to the general population of Northern Uganda, we also note that the government recently installed a CT scan at Gulu Regional Referral Hospital to serve northern Uganda.” PS Ggoobi wrote.
Added, given the resource constraints and competing priorities of the Government, we propose that in the meantime you take advantage of the existing CT scan at Gulu Regional to support your patients. We undertake to plan and programme for this pledge in financial years 2024/2025, resource allowing.
Admin Director of St Mary Lacor when asked what is the current situation now in regards to presidential pledges, he divulged that when we waited, we have to make follow up to Finance Planning and Economic Development Ministry, we have to go physically in the ministry to the office of PS, the PS Ggoobi told us we have to remind him, can’t you imagine.
“We say Begger has no choice; we decided to put it in black white as a reminder letter of 20 March2025.”
“Here we quote your letter dated 2024. In which you informed us about the hospital to write a letter for the financial year 2024/2025, as the year is going to close, this letter is still the remainder of the presidential promise for CT scan.” Admin Director wondered.
However, during my interview, when the Director Admin contacted their Consultant Agent in the Kampala office called San BISASE Company, their task consultant based in Kampala, the coordinator said they made progress with the Ministry of Finance Planning and Economic Development. He promised to send an internal memo.
Lacor Hospital and its environment
St Mary Hospital Lacor is the largest non-profit Catholic Institution in Uganda, it was founded in 1959. It is owned by the Registered Trustees of Gulu Dioceses, Lacor Hospital registered with the National Board for Non-Governmental Organization and accredited to Uganda Catholic Medical Bureau. Lacor Hospital activities are in line with Uganda Ministry of Health policies for health care provision.
The integration of Lacor Hospital into the Uganda national health system is in line with health reform, which was implemented from 1996/1997 and continues with the Public Private Partnership for Health (PPPH).
In 2020 President Museveni when he called all the medical institutions in Uganda during COVID-19 in state house Entebbe, he revoked Dr. Jane Ruth Aceng why she was not working with St. Mary Lacor Hospital. By that time only St Mary Hospital Lacor had COVID-19 Private units with over 80 wards. But not even Mulago National Hospital had private units.
The hospital is complex with 20050 beds, with two Health Centre III, each having 24 beds, currently Executive Director is being headed by Dr. Emilton Odong Ayella
